2 An act relating to recreational licenses and permits
3 for military servicemembers and veterans; amending s.
4 379.353, F.S.; providing free and discounted hunting,
5 freshwater fishing, and saltwater fishing licenses and
6 permits to certain military servicemembers and
7 veterans; amending s. 379.3751, F.S.; conforming
8 provisions to changes made by the act; providing an
9 effective date.

11 Be It Enacted by the Legislature of the State of Florida:
12
13 Section 1. Subsection (1) of section 379.353, Florida
14 Statutes, is amended to read:
15 379.353 Recreational licenses and permits; exemptions from
16 fees and requirements.—
17 (1)(a) Hunting, freshwater fishing, and saltwater fishing
18 licenses and permits shall be issued without fee to a any
19 resident who is certified or determined:
20 1.(a) Certified or determined to be totally and
21 permanently disabled for purposes of workers' compensation under
22 chapter 440 as verified by an order of a judge of compensation
23 claims or written confirmation by the carrier providing workers'
24 compensation benefits, or to be totally and permanently disabled
25 by the Railroad Retirement Board, by the United States

26 Department of Veterans Affairs or its predecessor, or by any
27 branch of the United States Armed Forces, or who holds a valid
28 identification card issued under the provisions of s. 295.17,
29 upon proof of such residency and certification or determination
30 same. Any license issued under this paragraph after January 1,
31 1997, expires after 5 years and must be reissued, upon request,
32 every 5 years thereafter.
33 2.(b) Certified or determined to be disabled by the United
34 States Social Security Administration, upon proof of such
35 residency and certification or determination same. Any license
36 issued under this paragraph after October 1, 1999, expires after
37 2 years and must be reissued, upon proof of certification of
38 disability, every 2 years thereafter.

40 A disability license issued after July 1, 1997, and before July
41 1, 2000, retains the rights vested thereunder until the license
42 has expired.
43 3. In active military service as defined in s. 115.08,
44 upon proof of such residency and active military service.
45 4. An honorably discharged veteran of the United States
46 Armed Forces, the United States Coast Guard, military reserves,
47 the Florida National Guard, or the United States Coast Guard
48 Reserve, upon proof of such residency and honorable discharge.
49 (b) Hunting, freshwater fishing, and saltwater fishing
50 licenses and permits shall be issued at a 50 percent discount to

51 a nonresident of the state who is:
52 1. In active military service as defined in s. 115.08,
53 upon proof of such active military service.
54 2. An honorably discharged veteran of the United States
55 Armed Forces, the United States Coast Guard, military reserves,
56 the Florida National Guard, or the United States Coast Guard
57 Reserve, upon proof of such honorable discharge.
58 Section 2. Paragraph (f) of subsection (1) of section
59 379.3751, Florida Statutes, is amended to read:
60 379.3751 Taking and possession of alligators; trapping
61 licenses; fees.—

63 (f) An alligator trapping license or alligator trapping
64 agent license shall be issued without fee to a any disabled
65 resident who meets the requirements of s. 379.353(1)(a) s.
66 379.353(1).
67 Section 3. This act shall take effect July 1, 2022.
