2 An act relating to community-based care lead agencies;
3 amending s. 409.991, F.S.; revising the allocation of
4 new core services funds for community-based care lead
5 agencies; requiring the secretary of the Department of
6 Children and Families to submit a report to the
7 Governor and Legislature by a specified date;
8 specifying requirements for the report; providing an
9 effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Subsection (4) of section 409.991, Florida
14 Statutes, is amended to read:
15 409.991 Allocation of funds for community-based care lead
16 agencies.—
17 (4) Unless otherwise specified in the General
18 Appropriations Act, any new core services funds must shall be
19 allocated based on the equity allocation model as follows:
20 (a) Twenty percent Seventy percent of new funds must
21 funding shall be allocated among all community-based care lead
22 agencies.
23 (b) Eighty percent Thirty percent of new funds must
24 funding shall be allocated among community-based care lead
25 agencies that are funded below their equitable share. Funds

26 allocated pursuant to this paragraph must shall be weighted
27 based on each community-based care lead agency's relative
28 proportion of the total amount of funding below the equitable
29 share.
30 Section 2. By November 1, 2022, the secretary of the
31 Department of Children and Families shall submit a report to the
32 Governor, the President of the Senate, and the Speaker of the
33 House of Representatives which includes, for each lead agency,
34 the proportion of the child population served; the proportion of
35 the child abuse hotline workload carried; the proportion of
36 children in care served; the actual allocated funding for the
37 most recent fiscal year; the optimal amount to fully fund
38 prevention services, client services, licensed out-of-home care,
39 and staffing; and, if applicable, the funding deficiency below
40 the agency's equitable share. The report must identify any lead
41 agency persistently funded at less than the optimal funding
42 level and recommend a 10-year plan to reduce funding disparities
43 among lead agencies to ensure quality services are provided to
44 all persons served by the department.
45 Section 3. This act shall take effect July 1, 2022.
