SUMMARY ANALYSIS
Current law provides 43 state designations such as the state pie, state fruit, state beverage, and state honey.
Florida does not, however, have a designation for a state dessert.
The bill designates the strawberry shortcake with natural Florida dairy topping as the official Florida state
dessert.
This bill does not appear to have a fiscal impact on state or local governments.

I. SUBSTANTIVE ANALYSIS
A. EFFECT OF PROPOSED CHANGES:
Background
State Emblems
Chapter 15, F.S., designates official state emblems. It contains 43 state designations including the
state pie, state fruit, state beverage, and state honey.1 Current law does not contain a designation for a
state dessert.
Six states including Delaware, Maine, Maryland, Massachusetts, Missouri, and South Dakota have
designated an official state dessert.2 Other states have an official state pie, such as Florida’s adoption
of the Key Lime Pie in 2006 and Texas’s adoption of the Pecan Pie in 2013. 3 In 2016, Alabama
designated the Lane Cake as the official state cake. 4
Strawberry Industry
Florida produces 12 percent of the United States value of strawberries annually, valued at $307
million.5 Strawberries are the second highest valued of the berry, potato, vegetable, and watermelon
crops in Florida.6
There are approximately 8,000 acres of strawberries grown in Florida and it is the second largest
producing region in the U.S. Plant City, Florida is known as the Winter Strawberry Capital of the World
and is the dominate region in the U.S. that produces strawberries in the winter. 7
Effect of the Bill
The bill designates strawberry shortcake with natural Florida dairy topping as the official state dessert
of Florida.
B. SECTION DIRECTORY:
Section 1 creates s. 15.0522, F.S., to designate the strawberry shortcake with natural Florida dairy
topping as the official state dessert of Florida.
Section 2 provides an effective date of July 1, 2022.

On January 26, 2022, the State Affairs Committee adopted one amendment and reported the bill favorably as
a committee substitute. The amendment provides that strawberry shortcake with natural Florida dairy topping
is designated as the official Florida state dessert.
The analysis is drafted to the committee substitute as approved by the State Affairs Committee.
