II.Summary of Amendments Contained in Message:
House Amendment 1 includes a provision regarding the character development curriculum
required for public school students. Under current law, the curriculum is required to include
topics such as leadership skills, patriotism, and interpersonal skills. The amendment requires the
curriculum for students in grades 11 and 12 to also include instructions on voting using the
uniform primary and general election ballot. Generally, a student in the 11th or 12th grade is
often times at or near the age required to vote in his or her first election.
House Amendment 2 creates an alternate standard to satisfy the grade 10 English Language
Arts assessment for certain students participating in the English for Speakers of Other Languages
Program. Under the amendment, such students may satisfy the requirement to pass the
assessment by “satisfactorily demonstrating grade-level expectations on formative assessments”
in accordance with the rules of the State Board of Education. This provision will apply beginning
with the 2022-2023 school year.
