18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
19 resolution may be cited as the "Board of Directors of the District of Columbia Housing Finance
20 Agency Bryan Scottie Irving Confirmation Resolution of 2024".
21 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

31 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,

Bryan Scottie Irving
a Tg) Mr. Bryan Scottie Irving, a current memberofthe District of Columbia
Housing Finance Agency Board of Directors, is the Principal and
|_| Founderof Blue Skye Construction and Blue Skye Development.

BE || Mr. Irving, a native Washingtonian, has been in the development
s(| business for over 30 years. His earliest exposure to property ownership
came by wayofcleaning apartment units owned by his grandfather. Mr.
7 Irving owned and built his first property as a high school student. It was
a small 4-unit building in Northeast DC. He leamed how to get the
financing secured and oversaw the construction of the project.
With the help of his companies’ various partnerships throughout the District, Blue Skye
Construction and Blue Skye Development have been able to develop over 800 apartment units —
ofwhich 400 are affordable housing. Someofthe units are 30% AMI, overhalf are at 60% AMI
and the rest are at market rate. Mr. Irving’s companies are responsible for financing and overseeing
many of these projects and entering into relationships with other developers that permitted the
developmentof important projects across the District.
A Ward | resident, Mr. Irving eamed his Bachelor of Science in Sociology from Central State
University.
