19 To establish a storage facility subsidy program for seniors that will provide financial
20 assistance to cover their storage facility fees.

22 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
23
24 act may be cited as the “Senior Citizens’ Storage Facility Subsidy Act of 2024”.

26 Sec. 2. Storage facility subsidy program for senior citizens.
27
28 (a) There is established a storage facility fee subsidy program for senior citizens
29
30 which shall be administered through a partnership between the mayor and DACL;
31
32 (b) The fund shall consist of revenue from appropriated funds, grants, donations
33
34 or gifts from public and private sources;
35
36 (c) After reasonable expenses funds shall be used to subsidize storage facility
37
38 costs for low-income seniors paying more than 35% of their incomes on housing costs;
39
40 (d) DACL shall file quarterly reports with the District of Columbia Council on
41
42 activities and expenditures.

44 Sec. 3. Fiscal impact statement.

46 The Council adopts the fiscal impact statement in the committee report as the
47 fiscal impact statement required by section 4a of the General Legislative Procedures Act
48
49 of 1975, approved October 16, 2006 (120 Stat. 2038; D. C. Official Code § 1-301.47a).

51 Sec. 4. Effective date.

53 This act shall take effect following approval by the Mayor (or in the event of veto
54
55 by the Mayor, action by the Council to override the veto), a 30-day period of
56
57 congressional review as provided in section 602(c)(1) of the District of Columbia Home
58
59 Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-
60
61 206.02(c)(1)), and publication in the district of Columbia Register.
