1 To establish a Department of Public Works reimbursable detail program for parking
2 enforcement officer assignments.

4 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
5 act may be cited as the “Strategic Parking Enforcement Enhancement Act of 2024”.
6 Sec. 2. Definitions.
7 For the purposes of this act, the term:
8 (1) “Agreement” means a written contract, including provisions for the staffing
9 requirement of the reimbursable details in accordance with subsection (c) of this section, and
10 compensation of DPW by the eligible entity when reimbursable details are requested by eligible
11 entity.
12 (2) “DPW” means the Department of Public Works.
13 (3) “Eligible entity” means a business, group of businesses, a promoter or
14 organizer of a licensed special event, a Business Improvement District, a DC Main Streets
15 Program, and other entities designated by the Mayor.
16 (3) “Reimbursable detail” means an assignment of DPW parking enforcement
17 officers to patrol a designated area for the purpose of enforcing parking violations and managing

18 curbside access.
19 Sec. 3. Reimbursable detail for parking enforcement.
20 (a) An eligible entity may enter into an agreement with DPW to provide for reimbursable
21 details.
22 (b) Subject to adequate staffing and an assessment of its staffing requirements, DPW
23 may staff reimbursable details as requested, provided, that DPW shall only use parking
24 enforcement officers for this purpose who are overtime and would not otherwise be on duty at
25 the time of the reimbursable detail.
26 (c) Pursuant to funding, the Mayor shall establish a program to subsidize eligible entities
27 for a portion of reimbursement costs borne by eligible entities for reimbursable detail for parking
28 enforcement pursuant to this act.
29 (d) The Mayor shall establish policies and procedures to implement the provisions of this
30 section.
31 Sec. 4. Fiscal impact statement.
32 The Council adopts the fiscal impact statement in the committee report as the fiscal
33 impact statement required by section 4a of the General Legislative Procedures Act of 1975,
34 approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).
35 Sec. 5. Effective date.
36 This act shall take effect after approval by the Mayor (or in the event of veto by the
37 Mayor, action by the Council to override the veto), a 30-day period of congressional review as
38 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
39 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of
40 Columbia Register.
