Roland A. Carter
Mr. Roland A. Carter is an International Brotherhood of Electrical
Workers (I.B.E.W) Business Representative and Recording Secretary
and a current member of the Board of Professional Engineering.
Mr. Carter is a certified professional Journeyman Lineman with over 18
years of electrical services. In Mr. Carter’s current role, he oversees the
affairs of bargaining units and serves as a social justice advocate for the
advancement, protection, and promotion of workers’ rights. Mr. Carter
is the former W.A. Chester, LLC/Potomac Electric Power Company
Journeyman Lineman and Foreman, where he conducted research analyses for briefings and
performed electromechanical repairs on company systems and equipment.
In addition, Mr. Carter has served as an Executive Board Member of the I.B.E.W. for over 20
years.
A Ward 5 resident, Mr. Carter earned his Journey Lineman certification from the American Line
Builders Apprenticeship Training.
