23 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Compensation Agreement Between the Department of Behavioral
25 Health and the Psychologists Union of the Department of Behavioral Health, Metropolitan
26 District 1199DC, National Union of Hospital and Healthcare Employees, American Federation
27 of State, County, and Municipal Employees, AFL-CIO, Chapter 3758 Approval Resolution of
28 2023”.
Sec. 2. Pursuant to section 1717(j)ofthe District of Columbia Government
30 Comprehensive Merit Personnel Act of 1978, effective March 3, 1979 (D.C. Law 2-139; D.C.
31 Official Code 1-617.17()), the Councilofthe District of Columbia approves the compensation
32 agreement and attached related pay schedules negotiated through collective bargaining between
33 the Department of Behavioral Health and the Psychologists Union of the Department of
Behavioral Health, Metropolitan District 1199DC, National UnionofHospital and Healthcare
35 Employees, American Federation of State, County, and Municipal Employees, AFL-CIO,
36 Chapter 3758, which was transmitted to the Council by the Mayor on 2023.
37 Sec. 3, Transmittal
The Secretary ofthe Council shall transmit a copyofthis resolution, upon its adoption, to

the Psychologists Unionofthe Department of Behavioral Health, Metropolitan District 1199DC,
40 National Union of Hospital and Healthcare Employees, American Federation of State, County,
aL and Municipal Employees, AFL-CIO, Chapter 3758, to the Department of Behavioral Health,

43 Sec. 4, Fiscal impact statement.
44 ‘The Council adopts the fiscal impact statement of the Chief Financial Officer as the fiscal
45 impact statement required by section 4a of the General Legislative Procedures Act of 1975,
46 approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).
47 Sec. 5. Effective date.
48 This resolution shall take effect immediately.

Conclusion
Funds are sufficient in the fiscal year 2023 budget and proposed fiscal year 2024 through fiscal year
2027 budget and financial plan to implement the bill. ‘The resolution will cost approximately
$561,000 in fiscal year 2023, $316,000 in fiscal year 2024 anda total of $2.3 million through fiscal
year 2027, The Local Funds portion of these costs is $534,000 in fiscal year 2023, $274,000 in fiscal
year 2024 anda total of $2.1 million through fiscal year 2027. Funds are available in Workforce
Investments to cover this cost.
Background
The resolution approves a compensation and working conditions agreement between the
Departmentof Behavioral Health (DBI) and its Psychologists’ Union, the National Union of Hospital
and Healthcare Employees (NUHHCE), American Federation of State, County and Municipal
