$230,000 of FY 2023 Local Funds within the Department of Energy and Environment. The
attached reprogramming memorandum provides a detailed justification for why funds are needed.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
District of Columbia Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L.
117-328), the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Fiscal Year 2023 Local funds budget authority in the amount of $230,000 within the
Department of Energy and Environment (DOEE). Funds are needed to support grants to District
businesses to switch from disposable dishware to reusable dishware.
This reprogramming is below the $500,000 threshold amount requiring approval by Council.
However, another reprogramming from DOEE has already been approved, and this
reprogramming would result in a cumulative change to the budget of DOEE of more than
$500,000.
This action will reprogram budget authority within DOEE’s Natural Resources division, Account
713100C (Other Services and Charges), to Account 714100C (Government Subsidies and
Grants). Funds are available based on the original appropriation but requires reprogramming to
align with projected spending.

adverse impact on DOEE’s budget or the District’s financial plan. The OCFO has no objection

Why are the funds needed?
Council provided these monies to DOEE to fund a program to offer grants to District businesses to switch
from disposable dishware to reusable dishware. The funds were loaded into DOEE’s budget in
contracting and need to be moved to grants.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.
How will the funds be reprogrammed?
See the attached attributes sheet for details.
Why are the funds available?
The funds are available because they were provided to DOEE for the purpose of funding this program.
They were just loaded into the budget in an inappropriate place.
What hardship will the District face if the action is postponed until the subsequent fiscal year?
If this action is postponed, then DOEE would not have the needed funds to Zero Waste Act obligations
and would not be able to meet these goals.
What programs, services or other purchases will be delayed as a result of the action, and the impact
on the program or agency?
No negative impact is anticipated as a result of this reprogramming.
