Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
District of Columbia Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L.
117-328), the Office of the Chief Financial Officer has reviewed the Mayor’s request to reprogram
Capital funds budget authority and allotment in the amount of $2,850,000 to fund various retrofit
projects across the District.
This reprogramming request will be used to replace end of life and inefficient HVAC equipment
at two DPR and one DCPS facilities. The funds will also bring buildings into compliance with the
DC Building Energy Performance Standards of the Clean Energy DC Omnibus Amendment Act.
Below is a brief summary of the reprogramming request by project:
• King Greenleaf Recreation Center - Rooftop Unit Replacement and Building Automation
Systems upgrade - (100199).
• Congress Heights Modernization project - Installation of ground source heating/cooling
well field - (100039).
• Kelly Miller Middle School - Chiller replacement (100063).
Capital budget in the amount of $2,850,000 will be reprogrammed from the following DGS owned

adverse impact on the DPR, the DCPS, or the DGS budget or the District’s financial plan. The
OCFO has no objection to this reprogramming request.

‘Why are the funds available?
‘The funding was loadedto the DGS budget to cover energyretrofit projects across the District. The reprogramming is being
completed to move funds to the client agency project that supports capital work for their agency asrequired by OCFO.
‘What hardship will the District face if the action is postponed until the subsequent fiscal year?
Without immediate reprogramming DGS will not be able to contineperformingenergy retrofits as required by the Clean
Energy DC Act. Additionally, equipment retrofits supported by this action are needed to ensure optimal conditions for
building occupants

or agency?
