$1,700,000 of Fiscal Year 2023 ARPA Local Revenue Replacement funds from the Department of
Energy and Environment to Capital Paygo with the Department of Health Care Finance.
The attached reprogramming memorandum provides a detailed justification for why funds are
needed.

submitting this FY2023 request to reprogram Operating (ARPA Local Revenue Repalcement) funds
in the amount of $1,700,000 from the Department of Energy & Environment to Capital Paygo with
the Department of Health Care Finance. The purpose of this reprogramming is to fund the installation
of a solar canopy at St. Elizabeth Hospital. The funds will be reprogrammed as outlined on the
attached attribute sheet.
Details of the request are contained in the agency’s submission. Thank you for your consideration of

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Continuing Appropriations Act, 2023, approved September 30, 2022 (P.L. 117-180), the Office of
the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram American
Rescue Plan Act of 2021 (ARPA) Local Funds Revenue Replacement budget in the amount of
$1,700,000 from the Department of Energy and Environment (DOEE) to a capital project owned
by the Department of Health Care Finance (DHCF).
This request will reprogram $1,700,00 in ARPA funds for the construction and installation of a
solar power array atop a canopy on the parking facility at the new Cedar Hill Regional Medical
Center on the St. Elizabeth East Campus in Ward 8. The installation of the solar power array will
assist with increased availability of solar generation to the District’s local and moderate-income
residents.
ARPA Local Revenue Replacement budget in the amount of $1,700,000 will be reprogrammed
from the DOEE Operating Budget project, Solar Power Array, through the Pay-As-You-Go
(Paygo) Capital agency to DHCF’s St. Elizabeths Medical Center Capital Project, which is being
implemented by the Department of General Services (DGS).
Without this reprogramming, the construction and installation of the solar array at the new Cedar
Hill Regional Medical Center will not have the funding necessary for execution. In addition,
delaying this reprogramming creates the risk of not completing the project prior to the ARPA
deadline for returning unused funds to the federal treasury.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the DOEE’s budget or the District’s financial plan. The OCFO has no
objection to this reprogramming request.

The Department of Energy and Environment requests to reprogram $1,700,000 from funds
received from the American Rescue Plan Act of 2021(ARPA) currently budgeted in the ARPA
Solar for All Project within the budget at the Department of Energy and Environment as a
Capital reprogramming to the Department of Health Care Finance (DHCF).
Why are the funds needed?
This request is to reprogram operating funds (Local) in the amount of $1,700,000 to the
Department of Health Care Finance (DHCF) capital paygo budget. The funds are needed for the
execution of the construction and installation of the solar power array atop a canopy on the
parking facility at the new Cedar Hill Regional Medical Center on the St. Elizabeth East Campus
in Ward 8. The Department of Energy and Environment has an executed memorandum of
understanding in the amount of $1,700,000 for the execution of the work with the Health Care
Financing Agency. In addition, the installation of the solar array at the St. Elizabeth East
Campus in Ward 8 will assist the District of Columbia government in facilitating the use of solar
power and increasing the availability of the benefits of solar generation to the District’s local and
moderate-income residents.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.
How will the funds be reprogrammed?
See the attached attributes sheet for details.

Why are the funds available?
Funds are available from funding received from ARPA for the Solar for All Project for the scope
articulated in the MOU between the two agencies.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
Delaying the project will impact the budget for the parking facility at the new Cedar Hill
Regional Medical Center on the St. Elizabeth East Campus in Ward 8. Without reprogramming
the work package for the installation of the Solar Array at the new Cedar Hill Regional Medical
Center on the St. Elizabeth East Campus in Ward 8 will not have funding for the execution of the
scope of work. Also, delaying risks the project’s completion prior to the federal ARPA deadline
and unused funds would be returned to the Federal Treasury.
What programs, services or other purchases will be delayed as a result of the action, and
the impact on the program or agency?
No negative impact is anticipated as a result of this reprogramming.
No other services will be impacted; however, it is critical to meeting the schedule for the parking
facility at the new Cedar Hill Regional Medical Center on the St. Elizabeth East Campus in
Ward 8. Without re-programming the work package for the installation of the Solar Array at the
