A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to amend the Historic
Landmark and Historic District Protection Act of 1978 to make certain multifamily
residential structures eligible for historic homeowner grants.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Targeted Historic Preservation Assistance Emergency
Declaration Resolution of 2023”.
Sec. 2. (a) This measure would temporarily expand eligibility for the Historic
Homeowner Grant Program to a multifamily building in the Meridian Hill Historic District and
the Mount Pleasant Historic District.
(b) The Council previously adopted identical legislation by emergency and temporary act
in 2021 and 2022. A third round of emergency and temporary legislation is necessary to
complete a multifamily building grant application.
(c) The impetus for the legislation was repairs that needed to be made to a multifamily
condominium and cooperative building in the Meridian Hill and Mount Pleasant Historic
Districts known as the Kennesaw.
(d) Given the complicated governance structure of the building and the large number of
units, determining eligibility for the grant award has been complicated. The Office of Planning
is asking for another round of legislation in order to complete this grant.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Targeted Historic Preservation Assistance
Emergency Amendment Act of 2023 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
