Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L. 117-328), the Office
of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram Capital
funds budget authority and allotment in the amount of $4,400,000 among various District of
Columbia Public Schools (DCPS) projects.
This FY 2023 request reprograms capital budget for multiple capital projects for DCPS. All of the
impacted projects are implemented by the Department of General Services (DGS). Below is a
brief summary of the reprogramming requested increases, by project:
• Garfield Elementary School needs to fund additional scope items including added
classrooms, public space improvements, and the uncovering of conditions that were not
previously known to DGS or DCPS;
• Aiton Elementary School needs to address historical elements in the building that
must be maintained that include the main lobby walls, exterior stone walls, and
conditions not previously known to DGS or DCPS; and
• MacArthur Boulevard School needs to fund an increase in its scope to include the
replacement of flooring, new room signage, additional painting, and security
equipment.

Capital budget is available to reprogram from the above-referenced projects because it has not yet
been disbursed. There will be no impact on these projects since the work is complete with no
outstanding or pending payments due. The budget is available to reprogram to the priority projects.
The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the DCPS’ or DGS’ budget or the District’s financial plan. The OCFO has no
objection to this reprogramming request.

This is a request to reprogram capital budget, in the amount of $4,400,000.00 for multiple capital
projects for DCPS (Owner AGY)/DGS (Implementing AGY).
Why are the funds needed?
This is a request to reprogram capital budget, in the amount of $4,400,000.00 for multiple capital
projects for DCPS (Owner AGY)/DGS (Implementing AGY).
Garfield Elementary School - AM0.YY182C.GARFIELD ES
RENOVATION/MODERNIZATION - $2,000,000 is needed to address additional scope items
including added classrooms, public space improvements that are being typical school
modernization projects, and the uncovering of conditions that were not known to DGS or DCPS;
nor were they reflected on any drawings or documents. Such unknown conditions include the
uncovering of a thirty (30) foot deep well which will need to be removed and filled in.
Aiton Elementary School – AM0.YY176C.AITON ES RENOVATION/MODERNIZATION -
$500,000 is needed to address historical elements in the building that must be maintained as well
as unknown conditions. Historic elements include the existing main lobby walls and exterior
stone walls. Since the school is being enlarged and the structure of the school is changing to meet
DCPS requirements, additional structural reinforcement is required to stabilize these elements
during construction and mitigate the risk of damage. Unknown elements include a large crawl
space that was discovered during demolition but was not shown on any drawings.
MacArthur Boulevard School - AM0.YY1MAC.MAC ARTHUR BOULEVARD SCHOOL -
$1,900,000 is needed to install additional scope items requested by DCPS. These additional

scope items include replacement of flooring, new room signage, additional painting and security
equipment. DCPS has identified these items as being needed to be in place prior to the opening
of the school in Summer 2023.

Why are the funds available?
Capital budget in the amount of $4,400,000.00 is available to reprogram in the above-referenced
projects because it has disbursed for its intended use. The reprogramming will ensure that the
budget is disbursed for its intended use from the appropriate agency capital project. There will be
no impact on these projects since the work is complete with no outstanding or pending payments.

What hardship will the District face if the action is postponed until the subsequent fiscal
year?
*Design alterations will need to be made at Garfield Elementary School in order to address the unknown
conditions and elements of the school’s program will need to be removed.
*Existing scope will need to be altered at Aiton Elementary School to address the historical and structural
concerns, and it is likely that elements of the school’s program will need to be removed.
*DCPS will be required to open a school in Summer 2023 without the updated flooring, new
signage and security elements that have been determined to be needed for the successful
operation of a high school.
What programs, services or other purchases will be delayed as a result of the action, and the
impact on the program or agency?
No other projects will be delayed by this action.
