Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L. 117-328), the Office
of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram Capital
funds budget authority and allotment in the amount of $8,800,000 within various District of
Columbia Public Schools (DCPS) projects.
This request reprograms capital budget for multiple capital projects for DCPS. Below is a brief
summary of the reprogramming request by project:
• Dorothy Height Elementary is adding additional above-grade space to the scope of work
to address natural lighting in the school;
• MacArthur Boulevard School is expediting the design in order meet a summer 2025
deadline for renovation work;
• Wheatley Elementary is adding a playground to the scope and requesting a delayed start to
construction;
• Thomas Elementary is expediting its design work to reduce any scheduling conflicts;
• Roof repair projects require additional funds to address cost increases for roofing materials;
and
• Amidon-Bowen Elementary needs funding to address cost increases for materials for the
child development center.
All impacted projects are implemented by the Department of General Services (DGS). An itemized
listing of all affected projects is reflected in the tables below.

Capital budget is available to reprogram from the above-referenced projects because it is no longer
needed for its previously intended use. There will be no impact on these projects since the work is
complete, with no outstanding or pending payments. This reprogramming will allow the available
budget to fund the needs in other facilities.
The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the DCPS’ or DGS’ budget or the District’s financial plan. The OCFO has no
objection to this reprogramming request.

This is a request to reprogram capital budget, in the amount of $8,800,000.00 for multiple capital
projects for DCPS (Owner AGY)/DGS (Implementing AGY)
Why are the funds needed?
This is a request to reprogram capital budget, in the amount of $8,800,000.00 for multiple capital
projects for DCPS (Owner AGY)/DGS (Implementing AGY)
Dorothy Height Elementary School – AM0.YY1DHC.DOROTHY HEIGHT ES
MODERNIZATION - $5,000,000 is needed to address scope additions that were made after the
project was awarded and design was underway. To meet the original project scope, and keep the
project within the original budget, several early classrooms would have had to been built in
existing below-grade spaces, with little or no natural light. To avoid this, it was determined that
approximately $5,000,000 would be needed to increase the building size above grade and keep
other elements of the original scope intact.
MacArthur Boulevard School – AM0.YY1MAC.MAC ARTHUR BOULEVARD
SCHOOL - $400,000 is needed to begin design early, prior to the start of FY2024. In the
FY23-28 CIP, the start of funding was pushed back from a start in FY2023 to a start in
FY2024. Since the interior of the existing building must be renovated by Summer 2025,
it is essential that some funding be provided early so that design can commence and
mitigate schedule risks.

Wheatley Elementary School – AM0.NQ937C.WHEATLEY ES
MODERNIZATION/RENOVATION - $650,000 is needed for the addition of a playground to
the scope of work ($300,000) and to push the completion of the addition from Summer 2023 to
Summer 2024 ($350,000). The playground was originally deleted from the scope of work, but
program requirements have dictated that it be added back in. Since other scope cannot be
removed from the project, it is necessary to reprogram in additional funds. Further, construction
of the addition was scheduled to begin on or about November 2022, at the location of the
school’s existing playground. Since the updated program requires a dedicated playground,
construction of the addition cannot begin until April 2023 at earliest, when the new playground
will be complete. It is not feasible to construct an addition by Summer 2023, and the decision has
been made to delay the start of work and deliver the addition in Summer 2024. This will mitigate
delay risks and avoid the connection of the addition to the existing school taking place during the
2023-24 school year, which would be extremely disruptive to students and staff. The reason for
the cost increase is added contractor time on the project and expected cost escalation.
Thomas Elementary School - AM0.NP537C.THOMAS ES -
MODERNIZATION/RENOV - $350,000 is needed to begin design early, prior to the
start of FY2024. This is due to the size and complexity of the school, and the need to
mitigate any schedule risks.
Roof Repairs - AM0.GM101C.ROOF REPAIRS - $1,500,000 is needed to address
higher than estimated costs at roofing projects. Compared with approximately one year
ago, roofing costs have increased approximately 40%, and without the additional
funding the projects will have to have scope removed or delayed until a future fiscal
year.
Amidon-Bowen - AM0.YY140C.AMIDON ES MODERNIZATION/RENOVATION - $900,000
is needed to request higher than expected costs for the Child Development Center project. The
budget for this project was developed prior to the inflation rate dramatically increasing.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
