A CEREMONIAL RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
April 4, 2023
To recognize and honor the life and accomplishments Evelyn Boatwright Seraile.
WHEREAS, Evelyn Boatwright Seraile was born in Florence, South Carolina on March
11, 1923 where she was raised by her parents along with her 2 siblings;
WHEREAS, Evelyn Boatwright Seraile was raised in Richmond, Virginia and was AME
Church there she was a member of the AME Church, where her voice was first discovered in the
children’s choir;
WHEREAS, Evelyn Boatwright Seraile graduated from Armstrong High School in
Richmond, Virginia and continued her studies at Virginia Union University, where she met Army
Officer Milton Seraile;
WHEREAS, Evelyn Boatwright Seraile married her husband Milton Seraile right before
Milton Seraile was deployed to Europe during World War II;
WHEREAS, Evelyn Boatwright Seraile and Milton Seraile welcomed Joseph Clifton
Seraile 1 year after marriage when Evelyn Boatwright Seraile moved to New Orleans, Louisiana
while Mitlon Seraile was deployed;
WHEREAS, Evelyn Boatwright Seraile moved to Washington D.C. after Milton Seraile
returned from his service in World War II, where they welcomed their second child Carolyn Gail
Seraile;
WHEREAS, Evelyn Boatwright Seraile settled in a home Newton St. NE in Washington
DC and became a member of Mount Olivet Lutheran Church;
WHEREAS, Evelyn Boatwright Seraile served as an Army Wife raising her two children
in Washington D.C. while her husband, Milton Seraile was deployed for the Korean War, where
after Milton Seraile’s return from the Korean War Evelyn Boatwright Seraile and Milton Seraile
welcomed their third child, Adrienne Celeste;

WHEREAS, Evelyn Boatwright Seraile eventually returned to the workforce by entering
the Executive Management Program at Kann’s Department Store in the Human Resources
Department, which was quickly followed by working with DC Human Resources Department
Children’s Center as a guidance counselor;
WHEREAS, Evelyn Boatwright Seraile returned to college in 1973 to complete her
education at then Federal City, now University of District of Columbia with a Bachelor of Arts in
Theater and Drama in 1976, when her youngest child, Adrienne Celeste, left home to attend
herself;
WHEREAS, Evelyn Boatwright Seraile pursued her passion of theater by Black authors
by performing in productions including The Amen Corner, God’s Trombones and Portraits of a
Woman;
WHEREAS, Evelyn Boatwright Seraile eventually combined her passion for both public
service and theater by becoming the Director of the Young People’s Theater for DC Department
of Recreation; and
WHEREAS, Evelyn Boatwright Seraile had a passion for serving her community and
bringing them together through her love of the theater, her family, and friends.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Evelyn Boatwright Seraile Posthumous Recognition Resolution of
2023”.
Sec. 2. The Council of the District of Columbia recognizes and honors Evelyn Boatwright
Seraile for her years of dedication to her community, family, and friends of her home in the District
of Columbia where she shared her passion of the theater and performing with those she loved and
the youth of the District.
Sec. 3. This resolution shall take effect immediately.
