20 To require the Department of Parks and Recreation to offer one week of in-person and online
21 priority registration to residents of communities where summer programs are held before
22 registration is open to all residents.

24 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
25 act may be cited as the “Department of Parks and Recreation Program Priority Registration Act
26 of 2023”.
27 Sec. 2. Priority registration.
28 (a) All Department of Parks and Recreation community centers, recreation centers, and
29 other locations that host programs shall offer in-person and online registration available to
30 priority registrants one week prior to the public registration date.
31 (b) A registrant shall be considered a priority registrant if the registrant resides within a
32 1-mile radius of the community center, recreation center, or other host location.
33 Sec. 3. Fiscal impact statement.

34 The Council adopts the fiscal impact statement in the committee report as the fiscal
35 impact statement required by section 4a of the General Legislative Procedures Act of 1975,
36 approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).
37 Sec. 4. Effective date.
38 This act shall take effect following approval by the Mayor (or in the event of veto by the
39 Mayor, action by the Council to override the veto), a 30-day period of congressional review as
40 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
41 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of
42 Columbia Register.
