204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §

Modification No. 15 to Contract No. DCAM-17-NC-0007 with Security Assurance Management,
Inc., to exercise option year five ofthe contract in the not-to-exceed amountof $50,000,000. The
modification’s periodofperformance is from April 11, 2023, through April 10, 2024.
Under the proposed modification, Security Assurance Management, Inc. will continue to provide
armed and unarmed security guard personnel services at Sector | and 3 District owned and leased
facilities protected by the Department of General Service’s Protective Services Division.

Explanation of difference from executed Contract to OY5:
The Contract NTE values were increased during OY4 and under the proposed OY5 due to
the District’s updated projection of service needs.

In my capacity as the Agency Fiscal Officer of the Department of General Services (the
“Department”), I hereby certify that Modification No. 15 to the Contract for security guard services
in Sectors 1 and 3 (“DCAM-17-NC-0007”) (the “Contract”) in the Option Year Five (“OY5”)
minimum ordering amount of $250 is consistent with the FY2023 DGS budget and that adequate
funds are available in the budget for the expenditure. The $250 is hereby certified.
The agreement with Security Assurance Management, Inc. ("SAM") will have a guaranteed
minimum ordering amount of $250 and an estimated aggregate OY5 maximum value up-to
$50,000,000. Funds supporting individual task orders, if any, will be certified at the time of task
order issuance and will be subject to availability of funding in Fiscal Years 2023 and 2024.
The FY 2024 budget is in the process of being developed and will require the approval of the
Council and Congress.

14. Description of modification (Organized by UCF Section headings, including solicitation/contract subject matter where feasible.)
Contract No. DCAM-17-NC-0007 Agreement for Security Guard Services - Sectors 1 and 3 is hereby modified as follows:
1. Pursuant to D.C. Official Code §2-354.04, 27 DCMR Chapter 13 1304.1, 1700, 1701, 2005.2(b), on a Sole Source basis, the District
hereby extends existing Contract No. DCAM-17-NC-0007 beyond Five (5)-years beginning April 11, 2023 for a period of no more than
twelve (12) months, ending on or before April 10, 2024. The District reserves the right to terminate the twelve (12)-month Sole Source
Contract Period at anytime should the need for services no longer exist.
2. The Department will order, and the Contractor shall deliver, at least the minimum of $250.00, and the Department may order a non-
guaranteed Not-To- Exceed amount of $50,000,000. The services shall be delivered by the Contractor in accordance with the firm fixed-
fully loaded labor rates attached herein as Exhibit A , which includes Option Year Four Service Schedule Rates and Estimates.
3. The US Department of Labor Wage Determination Schedule No. 2015-4281 Rev No. 25 dated December 27, 2021 is hereby
incorporated as Exhibit B to Modification No. 15. The Contractor agrees and acknowledges that it shall be in compliance with the most
current requirements of the US Department of Labor Wage Determination Schedule which is applicable on the effective date of the
modification. Thus, the Contractor agrees and acknowledges that the most current requirements of the US Department of Labor Wage
Determination Schedule shall be incorporated into the Contract via a subsequent modification.
4. The Contractor agrees and acknowledges that is shall be in compliance with the most current requirements of the District of Columbia
Living Wage Act of 2006, D.C. Official Code §§ 2-220.01 – 2-220.1, that are applicable on the effective date of the Modification No. 15
and incorporated as Exhibit C . Thus, the Contractor agrees and acknowledges that the most current requirements of the Living Wage
Act of 2006 shall be incorporated into the Contract via a subsequent modification.
5. RELEASE: It is mutually agreed that in exchange for this Modification and other consideration, the Contractor hereby releases, waives,
settles, and holds the Department harmless from any and all actual or potential claims or demands for delays, disruptions, additional
work, additional time, additional costs, contract extensions, compensation, or liability under any theory, whether known or unknown, that
the Contractor may have now or in the future against the Department arising from or out of, as a consequences or result of, relating to or
in any manner connected with this Modification, the above-referenced Services, and the work provided pursuant to the Agreement.
