15 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
16 resolution may be cited as the "Board of Professional Engineering Samuel Wilson Confirmation

Samuel G. Wilson, P.E., F. NSPE
Samuel G. Wilson is a professional engineer licensed in the District of Columbia with more than
35 years of experience. His experience includes capital cost, design, field construction, project
management, business development, and testimony as an expert witness. His particular
expertise is cost and planning of large projects. He has been elected a Fellow of NSPE, a member
of ASCE and the National Council of Examiners of Engineering & Surveying. He is currently a
member and a past Chairman of the District of Columbia Board of Professional Engineers and
Surveyors.

of 20 engineers engaged in preparing independent cost estimates for professional services and
construction projects, program or system planning and budget estimates, and departmental
schedules for project planning and management. | was responsible for cost development in
support of change order negotiation and developing and implementing WMATA procedures,
standards, and guidelines for independent cost estimates and for departmental scheduling
procedures, standards, and guidelines

Senior Project Manager - Senior Consultant; Responsible for conducting cost and schedule
evaluations for government and private sector clients. In the project management group. | was
the lead scheduler and was responsible for quality control of monthly cost & schedule reports. |
planned and developed the master schedule for the $120 Million modernization of the U.S.
‘Supreme Court Building. Developed and prepared graphical materials for schedule and claims
presentations as well as for proposals. In the construction claims group | was designated as the
expert witness forthe $80 Million delayclaimfor the NIH Building 7 project, the $200 Nilllion delay
claim for the modernization of the EPA headquarters in the Federal Triangle in Washington, DC
and the delay claim for the EPA Research facility in Research Triangle Park in Raleigh, NC.
1999-2001. Convention Center Associates
Project Manager, Washington Convention Center, Washington, DC. | managed the foundation
design and construction of the slurry wall, foundation, and the support of excavation; and
mechanical, electrical, plumbing systems for the $600 million Walter E. Washington convention
center.
1994-1998 George Hyman Construction Company
Director, Business Development; As the head of business development for the mid-Atlantic
region | wrote proposals, prepared qualification statements, and led presentation teams. | was
responsible for ensuring timely preparation and delivery of proposals and bids.
Construction Quality Control Manager; As a project manager | was the Contractors CQC for
mechanical, electrical, and plumbing trades for the Pentagon Renovation project.
1989-1994 Hill International, Inc.
Director, Business Development 1993-1994 Responsible for identifying sales opportunities and
leading the Washington DC office staff in responding to client requests. | wrote proposals,
identified teaming partners, and prepared presentations.
Managing Consultant 1989-1993; As managing consultant | was the chief scheduler for the
Washington, DC project management claims group.
1987-1989. Rodgers Construction Management Associates
Associate; Construction claims schedule and cost engineering analyst. Negotiated settlement
of $8-M claim for general contractor by creating detailed as-built and as-impacted
schedules. Created schedules for commercial, residential, and military construction
projects. Reviewed technical construction issues in claims and litigation projects. Created
litigation graphics used in court and arbitration proceedings.
1984-1987. Westinghouse Electric Corporation
Sales Engineer- Assistant Application Engineer; Electrical distribution product, projects ranging
from large, complex industrial and telecommunications facilities, to state-of-the-art security
systems and general buildings.
1981-1984. Stone & Webster Engineering
Schedule Engineer - Construction Engineer; | managed mechanical and electrical design
activities and MEP construction activities of a $1-8 Nuclear Power construction project as Project
Engineer for Stone & Webster.

Samuel Wilson
Samuel Wilson is the $ G Wilson, PC Engineering President and
the current Chairpersonof the Board of Professional Engineering.
Chairperson Wilson has over 30 years of experience in the
engineering design, construction, and real estate development
industries. Chairperson Wilson was the Washington Metropolitan
Area Transit Authority Estimating and Scheduling Manager,
‘where he oversaw over $750 million in contracts and $5 billion in
planned construction. Chairperson Wilson also served as an
Executive leader at the Hill International and Clark Construction
and has targeted expertise in scheduling large projects and
estimating costs.
Chairperson n has been an active community volunteer and advocate for youth to enter science,
technology, engineering, and math (STEM) careers. Chairperson Wilson also founded African American
Real Estate Professionals and the Mid Atlantic Association of Alpha Chapters as the Alpha Phi Alpha
Eastern Region Vice President.
‘A Ward § resident, Chairperson Wilson received a Bachelor of Science in Engineering and a Master of
Science in Finance from Purdue University. Chaiperson Wilson is also a candidate for a Doctorate in
Business Administration from the University of Maryland Global Campus.
