submitting a FY 2023 request to reprogram capital budget in the amount of $658,000.00 from the
Department of General Services to the District of Columbia Public Schools. The funds will be
reprogrammed as outlined in the attached attribute sheet.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Continuing Appropriations Act, 2023, approved September 30, 2022 (P.L. 117-180), the Office of
the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram Capital funds
budget authority and allotment in the amount of $658,000 from the Department of General
Services (DGS) to the District of Columbia Public Schools (DCPS).
This is a FY 2023 request to reprogram capital funds from the Critical Systems Replacement and
ADA Compliance Pool capital projects, which are owned and implemented by DGS, to the ADA
Compliance Pool project, which is owned by DCPS and implemented by DGS. The funds are
needed for elevator upgrades at the Adams Place Warehouse.
Capital budget in the amount of $658,000 will be reprogrammed from the projects below:

Capital budget is available to reprogram from the Critical Systems Replacement and ADA
Compliance Pool capital projects to address this urgent need.
The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the DGS’ budget or the District’s financial plan. The OCFO has no objection
to this reprogramming request.

Request to reprogram the capital budget in the amount of $658,000 from the Department of General Services
(DGS) ADA Compliance project and Critical Systems project to the District ofColumbia Public Schools (DCPS).
Why are the funds needed?
‘The funds are required to complete elevator upgrades for the Adams Place Warehouse. Since the warehouse is
considered a DCPS asset, OCFO requires that the funds be reprogrammed from DGS to DCPS.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No
How will the funds be reprogrammed?
Funds will be reprogrammed from AMO PL104C and PL902C to GAO GM303C.

Why are the funds available?
Funds are available in the ADA compliance pool, as well as the Critical Systems pool, in order to address urgent
projects like this. Funds must first be reprogrammed to DCPS in order to be spent.
What hardship will the District face if the action is postponed until the subsequent fiscal year?
If action is postponed, then DGS will not be able to complete updates to the elevator at the Adams Place
Warehouse.
