Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code 47-363(a) and the
Continuing Appropriations Act, 2023, approved September 30, 2022 (P.L. 117-180), the Office of
the Chief Financial Officer (OCFO) has reviewed the Mayors request to reprogram Capital funds
budget authority and allotment in the amount of $1,000,000 within the Department of General
Services (DGS).
This is a request to reprogram capital funds from the Daly Building Critical Systems capital project
to the Daly/MPD Building Swing capital project. Both projects are owned and implemented by
DGS. This reprogramming is necessary to help address funding needs for the Daly Building/MPD
Swing project.
Capital budget in the amount of $1,000,000 will be reprogrammed from the below project:

Why are the funds available?
The funds remain available in the Daily Building Critical Systems project because the need to move
occupants out of the Daly Building has been given priority.
What hardship will the District face if the action is postponed until the subsequent fiscal year?
If the reprogramming is delayed, DGS will not be able to complete the construction project which has been in
planning for more than five years. This critical project will allow the district to begin the renovation process of
the Daly building. The 6th floor is designed to be the MPD HQ with their Joint Operations and Command
Center (JOCC), which is the heart of MPD's operation managing all police activities and situations in the City.
Additionally, any delay will result in additional project costs including, but not limited to, a 3%-5%
construction cost escalation and additional Architecture and Engineering (AE) and project management fees.
What programs, services, or other purchases will be delayed as a result of the action, and the impact on
the program or agency?
No other projects will be delayed by this action.
