To confirm the appointment of LaToya Foster as the Director of the Office of Cable Television,
Film, Media, and Entertainment.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
resolution may be cited as the Director of the Office of Cable Television, Film, Media, and
Entertainment LaToya Foster Confirmation Resolution of 2022.
Sec. 2. The Council of the District of Columbia confirms the appointment of:

LaToya Foster
LaToya Foster is the Director of the Mayor's Office of
Communications, and currently serves as the chief
spokesperson for the Bowser Administration, managing the
daily operations for nearly 100 District government agency
communications department that report to the Executive Office
of the Mayor (EOM), including editing and reviewing internal
and extemal correspondence such as media advisories, press
releases, statements, graphics, and social media posts. In that
capacity, Ms. Foster served as the chief spokeswoman for
Mayor Bowser and the Bowser Administration, providing on-
the-record statements to local and national media outlets, as
well as leading strategic and crisis communications efforts.
Duringher nearly eight-year tenure in EOM Communications,
Ms. Foster has also served as Press Secretary and Deputy
Communications Director ofMedia Relations. In all roles, Ms.
Foster has interfaced daily with the media to promote various government programs and initiatives,
including coordinating events and media interviews for Mayor Bowser and other Administration
officials. She also works closely with local news stations and stakeholders to develop partnerships,
with the objective of increasing community awareness. Prior to her tenure with Mayor Bowser,
Ms. Foster served as the Director of Communications and official spokesperson for the late four-
term mayorofthe District of Columbia, Marion S. Barry, Jr. In that role, Ms. Foster spearheaded
Mayor Barrys communications efforts, as well as community and stakeholder engagement.
Ms, Foster is a seasoned communications veteran and has an extensive background in radio and
television, including launching several programs, including Live at Five, The Washington Insider
and the Power Block that aired on Radio One, the largest urban broadcasting company in the world.
She also launched Voice ofthe City which premiered on the Mayors Office of Cable Television,
Film, Music, and Entertainments newly established DC Radio 96.3 HD4 back in 2016.
For several years, she served as host and executive producer of In The Know, a weekly public
affairs program that aired on ABC/WJLA7 and NewsChannel 8 where she booked and interviewed
President Joseph R. Biden, Jr. and President Barack Hussein Obama, among other local and
national political and business leaders, entertainers, and professional athletes.
A Ward5 resident, Ms. Foster served as host and executive producerofThis Is Your Moment,
a weekly inspirational program that aired on The Word Network TV, the largest Christian
broadcasting network in the world, reaching 90 million households and has provided commentary
on MSNBC, Fox News, Black Entertainment Television, and TV One.
