Present
Bill Dean has spent his entire career in the telecommunications, power, electronics systems, engineering
and construction fields. Mr. Dean was raised in the family business, learning from the ground upall that
is involved in electrical systems. He has been personally involved in complex electrical design-build,
electronic security, telecommunications, life-safety, instrumentation & control, and command & control
projects; on systems as diverse as the Pentagon, Washington Headquarters Services (WHS), Johns
Hopkins Medical Center, National Geospatial Intelligence Center New Campus, Walter Reed National
Military Medical Center, Dulles International Airport, New Parkland Hospital, and the nations largest,
most complex government data centers.
After taking over as CEO of M.C. Dean in 1997, Mr. Dean grew company revenue twenty-fold to over
$800 million through a combinationofacquisitions, a focus on the retention and development ofexisting,
clients, growing superior engineering talent, and the expansionofservice offerings within its core
electrical, telecommunications, and electronic systems market. M.C. Dean, Inc. is recognized as one of
the top electrical engineering firms in the United States today, employing nearly 3,000 specialists
worldwide. Through his leadership, M.C. Dean is an established national firm with a global presence,
leading the industry in electrical design-build, software-driven Operations and Maintenance programs,
and advanced project delivery methods including integrated systems modeling, prefabrication, model-
driven delivery, and systems precommissioning.
In 1999, Mr. Dean helped create the converged services provider OpenBand for voice, video and
data/internet services providing high-capacity network solutions to clients throughout Virginia. The
company provides both high-capacity enterprise WAN and metro solutions as well as a suite ofproducts
to residential and SME clients throughout the region. The product platform for its planned communities
and MDU clients is called SmartNeighborhood typically 2 100MB IP, optical, Ethernet product and
complete voice and video solution. The solution integrates automation, security and Wi-Fi wireless
elements as well. OpenBand has since been a pioneer in the design, construction, and management of
private fiber networks for local enterprises.

Program Manager 1988 - 1989
Prior tojoining M.C. Dean, Inc. on a full-time basis, Mr. Dean served as a Program Manager for
Miillidyne Inc., a Raleigh, NC-based wireless communications firm. In this position Mr. Dean managed
the design and installation of UHF and microwave alphanumeric digital paging systems in more than
twenty-five markets worldwide. This baseofclientele included major U.S. domestic cities as well as
those in Sweden, Canada and the United Kingdom.

leadership, M.C. Dean was a founding member of the Academy for Construction & Design at
Cardozo High School in the District of Columbia, the D.C. Apprenticeship Academy, and the
Step-Up Program for electrical apprentices in conjunction with the Community College of the
District of Columbia. In addition, Mr. Dean served under Governor Mark Warner on the Virginia
Task Force on Adult Education and supports USDOLs Apprenticeship USA leader program, a
national movement to expand apprenticeships across America.
