Officer of the local chapter and responsible for all programs and committees that fall
under the guidance of the Chapter which include appointing Chairmen, I also am
responsible for planning and facilitating our chapter annual membership retreat as well as
perform memorial services and speaking as the representativeofthe Chapter. I am also
the Community Service and Social Outreach Committee Chairmen and have lead service
events such as our Annual Holiday Drive in which we have provided DC Residents with
over 4,000 turkeys over the last 8 years. We also provided hats and gloves in the winter
for DC residents. I participated in Peace Rally DC as a sponsor and speaker. Participated
in our Guide Right on Wheels Program which mentors to youth at DC public and charter
schools. As well as other social outreach and community events.

The Rosedale Youth Institute was formed to provide the youth of DC in general and the
neighborhoods surrounding the Rosedale Recreation Center with mentoring and coaching
services. Our mission ofaCommitment to Excellence in Academics and Athletics was
the standard which we operated by. My contributions to the RY1 in my 20 years of
volunteering are way too numerous to list as we develop the framework by which most
youth organizations in DC use today. I also was a part of the community group that
helped develop the plan for the current facility.

In 2002, the District of Columbia moved away from the Jabbo Kenner Youth Football
League and formed the DCYFL which consisted of teams from the DC DPR and local
community organizations. My duties as a Commissioner included writing the rules and
bylaws for the league, performing initial weigh-ins and player and coachs registrations,
scheduling games and field monitoring and being the overall treasurer for the league.

Executive Order 13583 was established to coordinate a government-wide initiative to
promote diversity and inclusion in the federal workforce. The BEP selected twenty
employees from diverse backgrounds was selected to form the il BEP Diversity
Council. I was elected by the group to serve as the 1 Chairman. As the initial Chairman
my duties included.
Creating the BEP Council Chartering Documents.

John Cotten
John Fitzgerald Cotten is a native Washingtonian with over
thirty-eight years of passion as a mentor, coach, youth
activist, community leader, and program builder. By
profession, Mr. Cotton is a Sr. Accountant with the
Department of Treasury, Bureau of Engraving and Printing
(BEP), where he is currently the subject matter expert on
and manager ofthe BEPs one billion dollars in capital
assets. His passion for mentoring and volunteerism began
with his first volunteer job as the Head Coach of the twelve-
and-under boys and girls basketball teams at Benning
Stoddert Recreation Center when he was just seventeen-
years-old.
Since then, Mr. Cotten has shown an exceedingly dedicated passion for providing volunteer
services for the youth and for communities throughout the District ofColumbia, particularly East
of the River. Some of the programs that he has played a major part in developing include the
Rosedale Youth Institute, the District of Columbia Youth Football League, and the Ridge Road
Rosedale Youth Coalition. Mr. Cotton has organized several food and clothing drives and
participated in several reading and mentoring programs for DCPS and Charter schools as well as
other fundraising events for at-need residents and programs in D.C. and beyond.
Mr. Cotten is currently the Director of the National Capital Hockey Tournament (The Purple
Puck), Polemarch of the Washington D.C. Alumni Chapterof Kappa Alpha Psi Fraternity, Inc.,
Executive Memberofthe H.D. Woodson Alumni Association, Board of Director Memberofthe
Friends of Fort Dupont Ice Arena, Program Executive with the Gonzaga Ice Hockey Program,
and the Linebackers Coach for the H.D. Woodson Football Team.
Mr. Cotten is proud of the fact that he is a product of the District of Columbia Public School
system where he attended school from Pre-K through 12" grade. He is a proud alumnus of H.D.
Woodson Sr. High School.
A Ward 6 resident, Mr. Cotton received his bachelors in Business Management from the
Universityof the District of Columbia.
