Pursuant to Section 451 of the District of Columbia Home Rule Act (D.C. Official Code 1-
204.51) and the Procurement Practices Reform Act (D.C. Official Code 2-351.01 et seq.),
enclosed for consideration and approval by the Council of the District of Columbia is proposed
Modification No. M0008 to Contract No. CW57576 with The Washington Humane Society dba
Humane Rescue Alliance (HRA), to exercise option year four in the amount of $5,236,284.80.
The period of performance is November 18, 2021 through November 17, 2022.
Under the proposed modification, HRA shall continue operating the Districts animal care facility
to provide comprehensive animal control and animal disease prevention services.

SUBJECT: Certification of Funding Availability for the Humane Rescue Alliance Contract,
Option Year 4, contract number CW57576
The Office of the Chief Financial Officer herby certifies the sum of $4,547,677 in FY22 is
included in the District's Budget and Financial Plan submitted to Congress by the Chairman of
the Council to the Speaker of the House of Representatives for Fiscal Year 2022 to fund the costs
associated with the Humane Rescue Alliance Contract to provide a comprehensive animal
control and animal disease prevention services and manage and operate the Districts Animal
Care and Control Facility to protect the public health and safety of the residents and visitors of
the District. Congressional approval of the District's FY 22 Budget and Financial Plan provides
that funds are sufficient to pay for the fees and costs associated with the Contract. The cost of
$688,607.80 for October 1, 2022 to November 17, 2022 is contingent upon submittal and

14. Description of Amendment/Modification (Organized by UCF Section headings, including solicitation/contract subject matter where feasible)
Contract CW57576 is hereby modified as follows:
A. In accordance with Contract CW57576, Section F.2 Option to Extend the Term of the Contract, the Government of the
District of Columbia hereby exercises Option Year Four to extend the term of the Contract for the period from
November 18, 2021 through November 17, 2022. The contract amount for Option Four is not-to-exceed $5,236,284.80.
B. In accordance with Section 38(d) of the Standard Contract Provisions (Way to Work Amendment Act of 2006), the living
wage rate is hereby adjusted to $15.00 per hour, effective July 1, 2021. The Living Wage Rate may increase in July if
the minimum wage (also currently $15.00 per hour) increases.
C. The Living Wage Act Fact Sheet for 2021. The new forms are posted on the OCP internet under Required Solicitation
Documents.
D. Incorporate the revised U.S. Department of Labor Services Act Wage Determination No. 2015-4281, Revision No. 19,
dated July 17, 2021.
E. Add Section B.3 Special Provisions Related to the COVID-19 Emergency
a. The Contractor is required to comply with Mayors Order 2021-099, COVID-19 Vaccination Certification Requirement
for District Government Employees, Contractors, Interns, and Grantees, dated August 10, 2021, and all substantially
similar vaccine requirements including any modifications to this Order, unless and until they are rescinded or
superseded. At the request of the District government, Contractors may be asked to provide certification of compliance
with this requirement and/or documents and records in support of this certification.
b. The Contractor is required to comply with City Administrators Order 2021-4, Resumption of Requirement for All
Persons to Wear a Mask Inside District Government Buildings and While on Duty as a District Government Employee
or Contractor, dated July 30, 2021, and all substantially similar mask requirements including any modifications to this
Order, unless and until they are rescinded or superseded.
