18 To enact a statute that would require all District of Columbia Public Schools and District
19 of Columbia Public Charter Schools to provide quarterly programming to address
20 violence awareness and violence prevention in schools.

22 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
23 act may be cited as the Violence Awareness and Prevention Programs in Schools Act of 2021.
24 Sec. 2. Definitions.
25 For the purposes of this act, the term:
26 (1) Violence means the intentional use of physical force or power, threatened or
27 actual, against oneself, another person or against a group or community, that
28 either results in or has a high likelihood of resulting in injury, death,
29 psychological harm, maldevelopment or deprivation.
30 Sec. 3.

31 (a) The Mayor shall require public schools and public charter schools to design or
32 support existing violence awareness and violence prevention program in schools on a
33 quarterly basis;
34 (b) The Mayor shall provide to the Council a report of the number, frequency and content
35 of the violence awareness and violence prevention programs in schools;
36 (c) The Mayor shall provide to the Council a report of the effectiveness of the violence
37 awareness and violence prevention programs in schools including data comparing the
38 occurrence of violence in schools before and after the initiation of violence awareness
39 and violence prevention programs in schools on a quarterly basis;
40 (d) The Mayor may promulgate rules within one year of the enactment of this act to
41 regulate the implementation and enforcement.
42 Sec. 4. Fiscal impact statement.
43 The Council adopts the fiscal impact statement in the committee report as the fiscal
44 impact statement required by section 4a of the General Legislative Procedures Act of 1975,
45 approved October 16, 2006 (120 Stat. 2038; D. C. Official Code 1-301.47a).
46 Sec. 5. Effective date.
47 This act shall take effect following approval by the Mayor (or in the event of veto by the
48 Mayor, action by the Council to override the veto), a 30-day period of congressional review as
49 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
50 24, 1973 (87 Stat. 813; D.C. Official Code 1-206.02(c)(1)), and publication in the district of
51 Columbia Register.
