A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to amend the Homeless
Services Reform Act of 2005 to extend the expiration date of the Flexible Rent Subsidy
Pilot Program to September 30, 2026.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the Flexible Rent Subsidy Pilot Program Extension Emergency
Declaration Resolution of 2021.
Sec. 2. (a) The Flexible Rent Subsidy Pilot Program was established in the Fiscal Year
2017 Budget Support Act of 2016, effective October 8, 2016 (D.C. Law 21-160; 63 DCR 10775)
as an amendment to the Homeless Services Reform Act of 2005, effective October 22, 2005
(D.C. Law 16-35; D.C. Official Code 4-751.01 et seq.).
(b) The Flexible Rent Subsidy Pilot Program, administered by the Department of Human
Service, subsidizes the cost of monthly rent for families receiving, or eligible to receive,
Continuum of Care services.
(c) The Flexible Rent Subsidy Pilot Program is set to expire on September 30, 2021.
(d) The Districts Fiscal Year 2022 budget approved substantial investments for the
Flexible Rent Subsidy Pilot Program.
(e) It is important that the District extend the expiration date of the Flexible Rent Subsidy
Pilot Program to September 30, 2026, so that it can implement a more thoughtful phase out of
the program if that is determined to be the best course of action.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Flexible Rent Subsidy Pilot Program
Extension Emergency Amendment Act of 2021 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
