Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code  1-
204.51) and the Procurement Practices Reform Act (D.C. Official Code  2-351.01 et seq.),
enclosed for consideration and approval by the Council of the District of Columbia is proposed
modification number M00002 to Contract No. CW73127 (DCJM-2019-H-0001-14) with RCM
of Washington, Inc. to exercise option year two (OY2) in the not-to-exceed amount of
$1,028,553.35. The OY2 period of performance is from October 1, 2021 through September 30,
2022.
Under the proposed modification, RCM of Washington, Inc. shall continue to provide residential
expenses and services not covered by Medicaid for individuals with intellectual and
developmental disabilities. These services are mandated by the Citizens with Intellectual
Disabilities Constitutional Rights and Dignity Act of 1978, (D.C. Law 2-137, D.C. Official Code
 7-1301.01 et seq.).

The Department on Disability Services (DDS), Office of the Chief Financial Officer hereby
certifies that the sum of $1,028,553.35 is included in the District's Local Budget and Financial Plan
submitted to Congress by the Chairman of the Council to the Speaker of the House of
Representatives for Fiscal Year 2022 to fund the costs associated with the RCM of Washington /
Human Care Agreement (HCA) No. CW73127 (DCJM-2019-H-0001-14)/M00002 for Residential
Habilitation, Supported Living, and Host Home Occupancy-Related Residential Expenses for
District of Columbia Persons with Intellectual and Developmental Disabilities served by DDA. The
total not to exceed funding requirement of the HCA is $1,028,553.35 with a start date of October 1,
2021 through September 30, 2022. There is no fiscal impact associated with this HCA.

 A. The Government of the District of Columbia hereby exercises its option to extend the term of Human Care
    Agreement (HCA) No. CW73127 (DCJM-2019-H-0001-14), pursuant to Section F.3, Option to Extend Term of the
    Agreement, for Option Year Two (OY2) October 1, 2021 through September 30, 2022.
 B. The not-to-exceed HCA amount of OY2 is $1,028,553.35.
 C. In accordance with section 38(d) of the Standard Contract Provisions (Way to Work Amendment Act of 2006), the
    living wage rate is hereby $15.00 per hour, effective as of January 1, 2021.
 D. Replace the U.S. Department of Labor Wage Determination No. 2015-4281, Revision No.15, dated April 23, 2020,
    hereby incorporated into this contract with the U.S. Department of Labor Wage Determination No. 2015-4281,
    Revision No.18, dated April 7, 2021.
