To amend, on an emergency basis, the Uniform Emergency Volunteer Health Practitioners Act
of 2010 to allow qualified volunteer health practitioners and licensed health care
providers to practice in the District, notwithstanding any other provision of law or the
existence of an emergency declaration, until December 31, 2021, to the extent authorized
by Department of Health Administrative Order 2020-02.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
act may be cited as the Uniform Emergency Volunteer Health Practitioners Emergency
Amendment Act of 2021.
Sec. 2. Section 6 of the Uniform Emergency Volunteer Health Practitioners Act of 2010,
effective July 1, 2010 (D.C. Law 18-184; D.C. Official Code 7-2361.05), is amended as
follows:
(a) Subsection (a) is amended by striking the phrase While an emergency declaration is
in effect, and inserting the phrase Except as provided in subsection (a-1) of this section, while
an emergency declaration is in effect, in its place.
(b) A new subsection (a-1) is added to read as follows:
(a-1) Notwithstanding any other provision of law, including section 5a of the District of
Columbia Public Emergency Act of 1980, effective October 17, 2002 (D.C. Law 14-194; D.C.
Official Code 7-2304.01) (Public Emergency Act), or whether an emergency declaration is
in effect, a volunteer health practitioner qualified under subsection (a) of this section or a
licensed health care provider as described in section 5a of the Public Emergency Act may
practice in the District until December 31, 2021, to the extent authorized by Department of
Health Administrative Order 2020-02..
Sec 3. Fiscal impact statement.
The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
statement required by section 4a of the General Legislative Procedures Act of 1975, approved
October 16, 2006 (120 Stat. 2038; D.C. Official Code 1-301.47a).

Sec. 4. Effective date.
This act shall take effect following approval by the Mayor (or in the event of veto by the
Mayor, action by the Council to override the veto), and shall remain in effect for no longer than
90 days, as provided for emergency acts of the Council of the District of Columbia in section
412(a) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 788;
D.C. Official Code 1-204.12(a)).
