AN ACT

To amend section 905 of the Coronavirus Support Temporary Amendment Act of 2021 to
extend the authority of Advisory Neighborhood Commissions to approve grants for
the purpose of providing humanitarian relief during the public emergency.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
act may be cited as the Advisory Neighborhood Commissions Humanitarian Relief Extension
Temporary Amendment Act of 2021.
Sec. 2. Section 905(e)(2) of the Coronavirus Support Temporary Amendment Act of
2021, effective June 24, 2021 (D.C. Law 24-9; 68 DCR 4824), is amended to read as follows:
(2) Subsection (m)(1) is amended by striking the phrase District government
and inserting the phrase District government; except, that notwithstanding any provision of
District law, a Commission may approve grants to organizations for the purpose of providing
humanitarian relief, including food or supplies, during a public emergency, as declared by the
Mayor pursuant to section 5 of the District of Columbia Public Emergency Act of 1980, effective
March 5, 1981 (D.C. Law 3-149; D.C. Official Code 7-2304), or otherwise assisting in the
response to a public emergency anywhere in the District, even if those services are duplicative of
services also performed by the District government in its place.
Sec. 3. Fiscal impact statement
The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
statement required by section 4a of the General Legislative Procedures Act of 1975, approved
October 16, 2006 (120 Stat. 2038; D.C. Official Code 1-301.47a).
Sec. 4. Effective date.
(a) This act shall take effect following approval by the Mayor (or in the event of veto by
the Mayor, action by the Council to override the veto), a 30-day period of congressional review
as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December

Columbia Register.
(b) This act shall expire after 225 days of its having taken effect.
