Pursuant to D.C. Official Code 47-363(a), I am transmitting the enclosed request to
reprogram $1,454,630.19 of Fiscal Year 2021 capital budget from the Department of
General Services to the Department of Parks and Recreation.
The attached reprogramming memorandum provides a detailed justification for why
funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code 47-363 et
seq.), I am submitting a request to reprogram FY 2021 capital funds in the amount of
$1,454,630.19 from the Department of General Services to the Department of Parks and
Recreation to cover the cost of installing energy efficient HVAC infrastructure
throughout the Takoma Aquatic Center. The funds will be reprogrammed as outlined on
the attached attribute sheet.
Details of the request are contained in the agencys submission. Thank you for your

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code 47-363(a) and the
Consolidated Appropriations Act, 2021, approved December 27, 2020 (P.L. 116-260), the Office
of the Chief Financial Officer (OCFO) has reviewed the Mayors request to reprogram Capital
funds budget authority and allotment in the amount of $1,454,630 from the Department of General
Services (DGS) to the Department of Parks and Recreation (DPR). The funds are needed to execute
a full HVAC upgrade for the Takoma Aquatic Center and ensure that the system is properly
engineered and functioning.
Capital budget in the amount of $1,454,630 will be reprogrammed from the following DGS-
owned and implemented capital project:

Capital budget is available to reprogram from the above-referenced project because the project is
substantially complete, or the original budget allocation is greater than needed to fully implement
the project, and surplus budget is available to reprogram to the higher priority needs.
The Office of Budget and Plannings analysis indicates that the reprogramming will not have an
adverse impact on DPRs or DGS budget or the Districts financial plan. The OCFO has no
objection to this reprogramming request.

This is a request to reprogram capital budget in the amount of $1,454,630.19 from the Department of
General Services' (DGS) Energy Retrofit project (PL901) to the Department of Parks and Recreation's
(DPR) Takoma Aquatic Center Reno and New Roof project (RGOTA).
The funds will be used to ensure the comprehensive installation of efficient HVAC infrastructure
throughout the entire facility.
Why are the funds needed?
The funds will allow DGS to execute a full HVAC upgrade for DPR throughout the Takoma Aquatic Center,
including both the natatoriw.n and adrninisbative sections of the facility, and will ensure each section of the
building is properly engineered and filllctioning as efficiently as possible. While DGS planned to fillld this
project under PL901C, the Office of the Chief Financial Officer requires a reprogramming to DPR's Takoma
Aquatic HVAC and Roof upgrade project.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.
How will the funds be reprogrammed?
General obligation bonds (0300) in the total amoilllt of $1,454,630.19 will be reprogrammed from:

Why are the funds available?
Funds are available as a result of the FY 2021 appropriation approved for this project. At the direction of OCFO,
DGS must reprogram these funds to DPR's capital project.
What hardshi1> will the District face if the action is postponed until the subsequent fiscal year?
If this action is postponed, then DGS will not be able to execute comprehensive HVAC improvements
tluoughout the Takoma Aquatic Center.
What programs, services or other 1mrchases will be delayed as a result of the action, and the im1>act on
the 1nogram or agency?
No other projects will be delayed by this action.
