A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to adjust certain allocations in
the Fiscal year 2021 Local Budget Act of 2020.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the Fiscal Year 2021 Revised Local Budget Second COVID Relief
Emergency Declaration Resolution of 2021.
Sec. 2. (a) The Council previously approved a balanced budget for Fiscal Year 2021.
(b) Since the time the Fiscal Year 2021 budget and financial plan was approved, the
federal government appropriated approximately $2.8 billion in COVID public health emergency
relief funds as federal payments to the District of Columbia.
(c) Pursuant to section 446(c) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 774; D.C. Official Code 1-204.46(c)), the Council must
appropriate those federal payments prior to obligation or expenditure.
(d) Adjustments to Fiscal Year 2021 budget are necessary to appropriate these additional
federal payments and to respond to the public health emergency and its negative economic
impact on District residents and businesses.
Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the Fiscal
Year 2021 Revised Local Budget Second COVID Relief Emergency Act of 2021 be adopted
after a single reading.
Sec. 4. This resolution shall take effect immediately.
