IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
July 20, 2021
To amend the Rules of Organization and Procedure for the Council of the District of Columbia,
Council Period 24, Resolution of 2021 to provide that a resolution disapproving a
reprogramming request may be introduced during the recess, to provide that the Council
may, during the recess, consider emergency and temporary measures related to a grant
budget modification or a reprogramming, and to provide the dates on which contracts,
grant budget modification requests, and reprogramming requests may be submitted
during the recess; and to authorize the Committee on Housing and Executive
Administration and the Committee on the Judiciary and Public Safety to hold certain
hearings and roundtables during the recess.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the Council Period 24 Recess Rules Clarification Amendment
Resolution of 2021.
Sec. 2. The Rules of Organization and Procedure for the Council of the District of
Columbia, Council Period 24, Resolution of 2021, effective January 4, 2021 (Res. 24-1; 68 DCR
228), is amended as follows:
(a) Section 306(b) is amended as follows:
(1) Paragraph (5) is amended to read as follows:
(5) A resolution disapproving a reprogramming request may be introduced from
July 15, 2021, through September 30, 2021..
(2) Paragraph (7)(B) is amended by striking the word pandemic and inserting
the phrase pandemic, a grant budget modification, or a reprogramming in its place.
(b) Section 307 is amended by adding a new subsection (c-1) to read as follows:
(c-1) Notwithstanding any other rule, a proposed contract or contract modification that
is required to be submitted to the Council pursuant to section 451 of the District of Columbia
Home Rule Act, approved December 24, 1973 (87 Stat. 803; D.C. Official Code 1-204.51),
may be submitted between July 13, 2021, and July 28, 2021; except, that the following contracts
may be submitted between July 13, 2021, and September 30, 2021:

(c) Section 711(b) is amended to read as follows:
(b) Notwithstanding any other rule:
(1) A grant budget modification request for Fiscal Year 2021 grant funds may be
submitted, and the time period for the consideration of the requests shall continue to run, from
July 15, 2021, through September 30, 2021; and
(2) A reprogramming request for Fiscal Year 2021 funds may be submitted, and
the time period for the consideration of the requests shall continue to run, from July 15, 2021,
through August 2, 2021, and from September 7, 2021, through September 30, 2021..
Sec. 3. The Committee on Housing and Executive Administration and the Committee on
the Judiciary and Public Safety are authorized to hold a hearing, roundtable, or joint hearing or
roundtable related to the work and progress of the Summer Crime Prevention Initiative and the
Building Blocks DC program during the period from July 15, 2021, through September 30, 2021.
Sec. 4. Applicability.
This resolution shall apply as of July 13, 2021.
Sec. 5. This resolution shall take effect immediately.
