IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
July 13, 2021
To authorize the holding of certain hearings and roundtables during the Councils summer 2021
recess, to amend the Rules of Organization and Procedures for the Council of the District
of Columbia, Council Period 24, Resolution of 2021 to extend the summer recess, to
authorize the submission of a grant budget modification for Fiscal Year 2021 grant funds
during the Councils summer 2021 recess, to authorize the Committee of the Whole and
the Council to adopt a budget during the Councils summer 2021 recess, and to clarify the
applicability of the Open Meetings rule to committees with 4 members or fewer.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the Council Period 24 Recess Rules Amendment Resolution of
2021.
Sec. 2. Recess rules.
(a)(1) The Special Committee on COVID-19 Pandemic Recovery is authorized to hold a
hearing or roundtable during the period July 15 through September 30, 2021.
(2) The Subcommittee on Redistricting is authorized to hold a hearing or
roundtable during the period July 15 through September 30, 2021.
(b) The Rules of Organization and Procedure for the Council of the District of Columbia,
Council Period 24, Resolution of 2021 effective January 4, 2021 (Res. 24-1; 68 DCR 228), is
amended as follows:
(1) Section 101(33) is amended by striking the phrase July 15th through
September 15th of each year and inserting the phrase July 15th through September 30th, 2021,
July 15th through September 15th, 2022 in its place.
(2) Section 306(b) is amended by adding new paragraphs (5), (6), and (7) to read
as follows:
(5) A request for a reprogramming or budget modification for Fiscal Year 2021
grant funds may be transmitted to the Secretary from July 15 through August 2, 2021.
(6) The Committee of the Whole may meet to mark up and vote on the budget,
including the local budget act, federal portion budget act, and budget support act.
(7) One or more additional meetings of the Council may be called for the
purpose of considering:

(A) The budget, including supplemental budget acts, the local budget act,
the federal portion budget act, and the budget support act, and emergency and temporary
versions of any such acts;
(B) Emergency and temporary legislation related to the COVID-19
pandemic;
(C) General-obligation bond acts and revenue anticipation notes;
(D) Resolutions pertaining to the internal operation or organization of the
Council; and
(E) Any measure that was on the July 13, 2021, additional meeting
agenda.
(3) Section 307(c) is amended by striking the phrase July 5, 2021, and July 15,
2021 and inserting the phrase July 29, 2021, and August 10, 2021 in its place.
(4) Section 371(c)(1) is amended as follows:
(A) Subparagraph (A) is amended by striking the phrase ; or and
inserting a semicolon in its place.
(B) Subparagraph (B) is amended by striking the period and inserting the
phrase ; or in its place.
(C) A new subparagraph (C) is added to read as follows:
(C) For a committee or subcommittee with 4 or fewer members, a
gathering of any 2 members.
(5) Section 711 is amended as follows:
(A) The existing text is designated as subsection (a).
(B) A new subsection (b) is added to read as follows:
(b) Notwithstanding subsection (a) of this section, a request for a reprogramming or
budget modification for Fiscal Year 2021 grant funds may be submitted to the Council from July
15 through August 2, 2021, and the time period for the request may be counted through August
16, 2021..
(c) Subsections (a) and (b)(1), (2), (3), and (5) of this section shall expire on September
30, 2021.
Sec. 3. This resolution shall take effect immediately
