A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
July 13, 2021
To declare the existence of an emergency due to congressional review, with respect to the need
to amend the Not-for-Profit Hospital Corporation Establishment Amendment Act of 2011
to change the composition and procedures of the Fiscal Management Board; and to repeal
obsolete provisions of law.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the Coronavirus Public Health Extension Congressional Review
Emergency Declaration Resolution of 2021.
Sec. 2. (a) On May 18, 2021, the Council adopted the Coronavirus Public Health
Extension Emergency Amendment Act of 2021, effective May 19, 2021 (D.C. Act 24-79; 68
DCR 5600) (Emergency Act), which expires on August 17, 2021.
(b) On June 1, 2021, the Council adopted the Coronavirus Public Health Extension
Temporary Amendment Act of 2021 on second reading (D.C. Act 24-99; 68 DCR 6446)
(Temporary Act), which is awaiting transmittal to Congress.
(c) This identical emergency legislation is necessary to prevent a gap in the law between
the expiration of the Emergency Act and the effective date of the Temporary Act.
Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Coronavirus Public Health Extension Congressional Review Emergency Amendment Act of
2021 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
