A CEREMONIAL RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
July 13, 2021
To recognize and honor District students who received appointments to attend a service academy in
2021.
WHEREAS, the U.S. Service Academies are 5 of the most selective and prestigious
institutions in the countryeach requiring a nomination from a Member of Congressand have
produced 3 U.S. presidents, more than 100 astronauts, and more than 180 Rhodes Scholars;
WHEREAS, in 2021, Congresswoman Norton nominated 26 District residents to the U.S.
Service Academies10 of whom received Offers of Appointment;
WHEREAS, David Brown, of Ward 6 and Archbishop Carroll High School, will attend
the U.S. Merchant Marine Academy;
WHEREAS, Amri Bruce, of Ward 7 and School Without Walls High School, will
attend the U.S. Military Academy;
WHEREAS, Emanual Garcia, of Ward 7 and Cesar Chavez Public Charter High School,
will attend the U.S. Naval Academy;
WHEREAS, Tania Hernandez, of Ward 1 and Columbia Heights Education Campus, will
attend the U.S. Naval Academy Preparatory School;
WHEREAS, Matthew Knutson, of Ward 3 and the Landon School, will attend the U.S.
Military Academy;
WHEREAS, Riley Marsh, of Ward 1 and School Without Walls High School, will attend
the U.S. Air Force Academy;
WHEREAS, Tenlea Radack, of Ward 3 and Wilson High School, will attend the U.S.
Naval Academy;

WHEREAS, Jessica Singletary, of Ward 4 and Bishop McNamara High School, will
attend the U.S. Air Force Academy;
WHEREAS, Saddique Stephens, of Ward 8 and DeMatha Catholic High School, will
attend the U.S. Naval Academy Prep School;
WHEREAS, Jianni Woodson-Brooks, of Ward 5 and Woodbury Forrest High School,
will attend the U.S. Naval Academy; and
WHEREAS, Meryem Yucel-Lazo, of Ward 1, the Columbia Heights Campus of Bell
Multicultural High School, and the U.S. Naval Academy Prep School, will attend the U.S. Naval
Academy.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution be cited as the 2021 Service Academy Nomination Ceremonial Recognition
Resolution of 2021.
Sec. 2. The Council congratulates all of the students who earned appointments this
year and wishes them good luck as they begin a career of service.
Sec. 3. This resolution shall take effect immediately.
