Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code 1-
204.51) and the Procurement Practices Reform Act (D.C. Official Code 2-351.01 et seq.),
enclosed for consideration and approval by the Council of the District of Columbia is proposed
Modification No. 015 to Contract No. RM-17-HCA-SATSR-011-RAP-BY4-CPS with RAP, Inc.
to exercise option period four in the not-to-exceed amount of $2,500,000. The period of
performance is from July 21, 2021 through July 20, 2022.
Under the proposed modification, RAP, Inc. shall continue to provide access to the clinically
appropriate levels of care based upon the certification issued by the District in a community
based setting for consumers referred by the Department of Behavioral Health who require a
residential treatment program for their substance use disorders.

The Office of the Chief Financial Officer hereby certifies that the sum of $2,500,000.00 is included in the
Districts Local Budget and Financial Plan submitted to Congress by the Chairman of the Council to the
Speaker of the House of Representatives for both Fiscal Years 2021 & 2022 to pay for fees and costs associated
with the option period four of the contract with RAP, Inc., relating to SUD Level 3 Residential Treatment
services.
Based on approval by Congress of the Districts Local Budget and Financial Plan, funds will be sufficient to pay for
fees and costs associated with the Contract. The total funding requirements for the human care agreement for the
period of July 21, 2021 through September 30, 2021 is in the estimated amount of $500,000.00. The FY2022 period
of October 1, 2021 through July 20, 2022 shall be funded in the amount of $2,000,000.00. Upon approval by
Congress of the Districts Local Budget and Financial Plan, funds will be sufficient to pay for fees and costs
associated with the contract. There is no fiscal impact associated with the Contract.
