DALLAS L. SALISBURY
EXPERIENCE:
2020 - present Non-resident Fellow, ACCF, the American Council for Capital Formation, with
which Dallas has worked for decades on issues of savings and retirement policy.
2016 - present Founder, Long Term Care Quality Alliance, advocating for legislative and
regulatory reform for Assisted Living Residences in Washington, D.C. Regulations
resulting from the work of the LTCQA were adopted in final form by the DC
Department of Health on November 18, 2019, and allowed to become final by the
D City Couneil on March 27, 2020. The new regulations include significant
enhancements of resident rights which were suggested by LTCQA.

2016-2017 Resident Fellow, Employee Benefit Research Institute
1978-2015 First as Executive Director_and CEO (19781982), and then as President and
CEO of the Employee Benefit Research Institute and its Education and Research
Fund, planned and managed creation and growth of the organizations. The
Institute is internationally known and acclaimed as a provider of data, research
and education on health, pension, savings, and other economic security issues.The
Institute is relied upon by the media, the government, academia, and the private
sector as an unbiased source of analysis in these issue areas. Also served as
Chairman and CEOof the EBRI-ERF, American Savings Education Council.
1977-1978 As Assistant to the Executive Director of the Pension Benefit Guaranty
Corporation, developed and implemented structured policy formulation and
Strategic planning programs, Directed the Multiemployer Task Force which led to
the Multiemployer Pension Plan Amendments Act and redefinitionofthe insurance
program. Reorganized and restaffed the Corporation's public affairs and
communications unit, serving as Acting Assistant Executive Director for Public
AMffairs during the six month process.
1975-1977 As Exocutive, Assistant to the, Administrator of Employes Benefits Security
Administations, Programs, (formerly known as the PWBA) at the US.
artment of Labor andas Acting Assistant Administrator for Policy Planning
and Research, played a major role in implementation of the Employee Retirement,
Income Security Act of 1974 (ERISA). Overall responsibility for policy analysis and
development, management objectives, zero base budgeting, research, evaluation,
and special regulatory impact studies. Worked closely with client groups to reduce
administrative burdens and developed amendments to ERISA to simplify or ERISA
to simplify or eliminate unnecessary requirements.

1973-1974 As Administrative Assistant to the Director, Public Administration Programs,
developed graduate placement program and coordinated new student admissions

Legislative distrits. Drafted majority of plan adopted by Court appointed

Dallas Salisbury now devotes his time to volunteer work
for the Long Term Care Quality Alliance, other
organizations, and pro-bono consulting and service
related to his lifelong experience in education, research
and policy related to savings, retirement, health care,
health insurance, income security, and financial wellness
and education. He also works as a pro-bono advocate for
residents ofLong Term Care facilities, including Assisted
Living Residents.
Mr. Salisbury retired from the Employee Benefit Research Institute December 31, 2017, after
serving as Resident Fellow and President beginning December 31, 2015, having joined EBRI as
its founding employee on December 4th, 1978, as Chief Staff Executive. Prior to joining EBRI,
Mr. Salisbury held full-time positions with the Washington State Legislature (overseeing the
staff responsible for reapportionment after the 1970 US Census), the U.S. DepartmentofJustice,
the Employee Benefits Security Administration of the U.S. Department of Labor, and the
Pension Benefit Guaranty Corporation (PBGC). Dallas Salisbury has appeared over the years in
nearly all major print, television, cable and radio news networks and publications, and in recent
years their web outlets. He has testified regularly before Congressional Committees,
Commissions, etc., and has served on a number of National Commissions on Health, Social
Security and Pension Policy.
A Ward4resident, Mr. Salisbury received a Bachelor of Arts in Finance from the University of
Washington and a Masters of Public Administration from the Maxwell SchoolofCitizenship and
Public Affairs at Syracuse University.
