Enclosed for consideration and approval by the Council is the proposed Collective
Bargaining Agreement between the Not-for-Profit Hospital Corporation and the District of
Columbia Nurses Association Emergency Approval Resolution of 2021 and the
Collective Bargaining Agreement between the Not-for-Profit Hospital Corporation and
the District of Columbia Nurses Association Emergency Declaration Resolution of 2021.
The agreement establishes compensation in fiscal years 2020 through 2024 for nurses at
the Not-for-Profit Hospital Corporation (Hospital) who are represented by District of
Columbia Nurses Association (DCNA). The NFPHC and DCNAs agreement on wages,
rates of pay, hours of work, and other terms and conditions of employment will allow
nurses in the District to continue to provide vital services to their patients. Nurses will
receive a retroactive three percent (3%) wage increase for fiscal years 2020 and 2021,
effective the first full pay period beginning on orafter October | of each year, once Council
approves. Thereafter, the agreement provides for three percent (3%) increases to wages
beginning the first full pay period commencing on or after October |ofeach year for fiscal
years 2022 through 2024, once Council approves. If approved, this CBA will also provide
the NFPHC with more flexibility in nurse staffing and potentially help drive down overtime
and agency costs.

A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To declare the existence ofan emergency with respect to the need to approve the negotiated
compensation collective bargaining agreement for nurses employed by the Not-for-
Profit Hospital Corporation and who are represented by the District of Columbia
Nurses Association.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That
this resolution may be cited as the Collective Bargaining Agreement between the Not-for-
27 Profit Hospital Corporation and the District of Columbia Nurses Association Emergency
28 Declaration Resolution of 2021.
29 Sec.2. (a) There exists an immediate need to approve the negotiated
30 compensation collective bargaining agreement (agreement) for the nurses employed by
31 the Not-for-Profit Hospital Corporation (Hospital), who are represented by the District
32 of Columbia Nurses Association (*DCNA).
33 (b) The agreement for the Hospital nurses represented by DCNA requires
34 compensation increase over a periodoffive years. The negotiated agreement provides for
35 a retroactive 3% wage increase for Fiscal Years 2020 and 2021, effective the first full pay
36 period beginning on or after October Iof each year. Thereafter, the agreement provides
37 for 3% increases to wages beginning the first full pay period commencing on or after
38 October | of each year for Fiscal Years 2022 through 2024.
39 (c) The negotiated agreement increases the compensation for the nurses. The
40 Hospital values a positive work environment and opportunities for professional growth for
41 their nurses, and believes the negotiated agreement will enhance the Hospitals strong
42 system of support by providing nurses represented by DCNA with additional professional
43 compensation. It is important that the DCNA nurses receive the payments for prior years
and receive the pay increase for the current year, on an expedited basis, so that they may
45 realize the benefits of the terms of the agreement.
46 Sec. 3. The Councilof the District of Columbia determines that the circumstances
47 enumerated in section 2 constitute emergency circumstances making it necessary that the
48 Collective Bargaining Agreement between the Not-For-Profit Hospital Corporation and
49 the District of Columbia Nurses Association Emergency Approval Resolution of 2021 be
50 adopted on an emergency basis.
