To declare the existence of an emergency with respect to the need to approve the collective
bargaining agreement for special police and security officers employed by the Not-for-
Profit Hospital Corporation who are represented by the United Federation of Special
Police and Security Officers, Inc.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the Collective Bargaining Agreement between the Not-for-Profit
Hospital Corporation and the United Federation of Special Police and Security Officers, Inc.
Emergency Declaration Resolution of 2021.
Sec. 2. (a) There exists an immediate need to approve the collective bargaining
agreement (agreement) for the special police and security officers employed by the Not-for-
Profit Hospital Corporation (Hospital) who are represented by United Federation of Special
Police and Security Officers, Inc. (UFSPO).
(b) The agreement requires a compensation increase over a period of 3 years. The
negotiated agreement provides for a retroactive 3% wage increase for fiscal year 2021, effective
beginning the first full pay period commencing on or after October 1, 2020. Thereafter, the
negotiated agreement provides for 3% increases to wages beginning the first full pay period
commencing on or after October 1 of each year for fiscal years 2022 and 2023.
(c) The negotiated agreement increases the compensation for UFSPO-represented special
police and security officers. The Hospital values a positive work environment and opportunities
for professional growth for its special police and security officers, and believes the negotiated
agreement will enhance the Hospitals strong system of support by providing special police and
security officers represented by the UFSPO with additional professional compensation.
(d) It is important that the UFSPO-represented special police and security officers receive
the payments for the prior year and receive the pay increase for the current year on an expedited
basis so that they may realize the benefits of the terms of the agreement.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Collective Bargaining Agreement
between the Not-For-Profit Hospital Corporation and United Federation of Special Police and

Security Officers, Inc. Emergency Approval Resolution of 2021 be adopted on an emergency
basis.
Sec. 4. This resolution shall take effect immediately.
