A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
June 1, 2021
To declare the existence of an emergency, due to Congressional review, with respect to the need
to amend the District of Columbia Government Comprehensive Merit Personnel Act of
1978 to provide paid leave for a District government employee when the employee
suffers the death of the employees minor child or a stillbirth.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
act may be cited as the District Government Family Bereavement Leave Congressional Review
Emergency Declaration Resolution of 2021.
Sec. 2. (a) On March 2, 2021, the Council passed, and on March 17, 2021, the Mayor
signed, the District Government Family Bereavement Leave Emergency Amendment Act of
2021, effective March 17, 2021 (D.C. Act 24-31; 68 DCR 3183) (emergency act), which will
expire on June 15, 2021.
(b) On April 6, 2021, the Council passed on second reading, and on May 4, 2021, the
Mayor signed, the District Government Family Bereavement Leave Temporary Amendment Act
of 2021, enacted May 3, 2021 (D.C. Law 24-52; 68 DCR 4803) (temporary act), which is
projected to become on law on June 29, 2021.
(c) This emergency legislation is necessary to prevent a gap in the law between the
expiration of the emergency act and the effective date of the temporary act.
Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the District
Government Family Bereavement Leave Congressional Review Emergency Amendment Act of
2021 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
