IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
August 3, 2021
To declare the existence of an emergency with respect to the need to adjust certain
appropriations in the Fiscal Year 2021 Local Budget Act of 2020.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the Fiscal Year 2021 Revised Local Budget Adjustment Emergency
Declaration Resolution of 2021.
Sec. 2. (a) The Council previously approved a balanced budget for Fiscal Year 2021.
(b) Since the time that budget was approved, the Chief Financial Officer issued a revised
revenue estimate certifying additional local fund revenues for Fiscal Year 2021, certain budget
pressures have arisen since the beginning of Fiscal Year 2021, and the federal government
provided COVID public health emergency relief funds to the District of Columbia.
(c) Appropriated revenues and budget authority for Fiscal Year 2021 must be adjusted
immediately to ensure that a balanced budget is maintained while continuing to meet the needs of
District residents.
(d) Also, in conjunction with the proposed Fiscal Year 2022 Budget and Financial Plan,
the Mayor identified additional amounts from certified funds and other revenue to increase
available resources.
(e) The Fiscal Year 2021 resources resulting from these changes are used to help balance
the proposed Fiscal Year 2022 Budget and Financial Plan, address existing budget pressures,
align agency budgets, and ensure timely repayment of the Contingency Cash Reserve Fund.
Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the Fiscal
Year 2021 Revised Local Budget Adjustment Emergency Act of 2021 be adopted after a single
reading.
Sec. 4. This resolution shall take effect immediately.
