IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
June 1, 2021
To declare the existence of an emergency, due to congressional review, with respect to the need
to provide for the health, safety, and welfare of District residents and support to
businesses during the current public health emergency; and for other purposes.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the Coronavirus Support Congressional Review Emergency
Declaration Resolution of 2021.
Sec. 2. (a) The purpose of the underlying emergency measure is to provide for the health,
safety, and welfare of District residents and for support to businesses during the coronavirus
public health emergency; and for other purposes. This congressional review emergency act is
identical to the temporary act as adopted on second reading.
(b) The Coronavirus Support Emergency Amendment Act of 2021, effective March 17,
2021 (D.C. Act 24-30; 68 DCR 3101), was adopted by the Council on March 3, 2021, and
expires on June 10, 2021. The Coronavirus Support Temporary Amendment Act of 2021,
enacted on May 3, 2021 (D.C. Act 24-62; 68 DCR 4824), was adopted on second reading by the
Council on June 9, 2020.
(c) The temporary act has not yet completed its 30-day congressional review period,
projected for June 29, 2021. A congressional review emergency act is necessary to prevent a gap
in the law.
Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances, making it necessary that the
Coronavirus Support Congressional Review Emergency Amendment Act of 2021 be adopted
after a single reading.
Sec. 4. This resolution shall take effect immediately.
