15 To amend, on an emergency basis, the Office of Human Rights Establishment Act of 1999 to
16 establish a renewable 3-year term of office for the position of Director of the Office of
17 Human Rights.

19 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
20 Act may be cited as the Director of the Office of Human Rights Term of Office Emergency
21 Amendment Act of 2021.
22 Sec. 2. Section 201 of the Office of Human Rights Establishment Act of 1999, effective
23 October 20, 1999 (D.C. Law 13-38; D.C. Official Code 21411.01), is amended by adding a
24 new subsection (d) to read as follows:
25 (d)(1) The Director shall be appointed by the Mayor with the advice and consent of the
26 Council pursuant to section 2(a) of the Confirmation Act of 1978, effective March 3, 1979 (D.C.
27 Law 2-142; D.C. Official Code 1523.01(a)).
28 (2) The Director shall serve a 3-year term and may be reappointed to subsequent
29 terms; provided, that the Mayor may terminate the Director with or without cause during the
30 Directors term of office.
31 (3) In the event a Director leaves office prior to the expiration of a 3-year term,
32 the successor Director nominated by the Mayor and confirmed by the Council shall serve a new

33 3-year term of office, subject to removal during that term by the Mayor in accordance with
34 paragraph (2) of this subsection..
35 Sec. 3. Applicability.
36 This act shall apply as of May 4, 2021.
37 Sec. 4. Fiscal impact statement.
38 The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
39 statement required by section 4a of the General Legislative Procedures Act of 1975, approved
40 October 16, 2006 (120 Stat. 2038; D.C. Official Code 1-307.47a).
41 Sec. 5. Effective date.
42 This act shall take effect following approval by the Mayor (or in the event of veto by the
43 Mayor, action by the Council to override the veto), and shall remain in effect for no longer than
44 90 days, as provided for emergency acts of the Council of the District of Columbia in section
45 412(a) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 788;
46 D.C. Official Code 1-204.12(a)).
