A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To approve proposed rules of the Alcoholic Beverage Control Board to make technical
amendments to Title 23 of the District of Columbia Municipal Regulations to conform to
changes in the Alcoholic Beverage Enforcement Amendment Act of 2019, the Alcoholic
Beverage Control Board License Categories, Endorsements, and Hourly and Percentage
Rate Amendment Act of 2019, the Alcoholic Beverage Procedural and Technical
Amendment Act of 2019, and the Manufacturer and Pub Permit Parity Amendment Act
of 2019, and to make other administrative changes.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the ABRA Technical Amendment Approval Resolution of 2021.
Sec. 2. Pursuant to D.C. Official Code 25-211(b)(2), the Mayor transmitted to the
Council, on April 19, 2021, proposed rules of the Alcoholic Beverage Control Board to make
technical amendments to Title 23 of the District of Columbia Municipal Regulations to conform
to changes in the Alcoholic Beverage Enforcement Amendment Act of 2019, effective February
21, 2020 (D.C. Law 23-50; D.C. Official Code 25-101 et seq), the Alcoholic Beverage Control
Board License Categories, Endorsements, and Hourly and Percentage Rate Amendment Act of
2019, effective February 21, 2020 (D.C. Law 23-51; D.C. Official Code 25-101 et seq.), the
Alcoholic Beverage Procedural and Technical Amendment Act of 2019, effective February 21,
2020 (D.C. Law 23-52; D.C. Official Code 25-101 et seq.), and the Manufacturer and Pub
Permit Parity Amendment Act of 2019, effective February 21, 2020 (D.C. Law 23-54; D.C.
Official Code 25-101 et seq.), and other administrative changes. The Council approves the
proposed rules, published at 67 DCR 9975, to amend Title 23 of the District of Columbia
Municipal Regulations.
Sec. 3. Transmittal.
The Council shall transmit a copy of this resolution, upon its adoption, to the Mayor and
the Chairperson of the Alcoholic Beverage Control Board.

Sec. 4. Fiscal impact statement.
The Council adopts the fiscal impact statement in the committee report as the fiscal
impact statement required by section 4a of the General Legislative Procedures Act of 1975,
approved October 16, 2006 (120 Stat. 2038; D.C. Official Code 1-301.47a.).
Sec. 5. Effective date.
This resolution shall take effect immediately.
