To declare the existence of an emergency with respect to the need to approve Modification Nos.
13, 14, 15, 16, and 17 to Human Care Agreement No. RM-17-HCA-SATSR-009-SII-
BY4-CPS with Samaritan Inns, Inc. to provide Level III substance abuse treatment
services, and to authorize payment for the goods and services received and to be received
under the modifications.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the Modifications to Human Care Agreement No. RM-17-HCA-
SATSR-009-SII-BY4-CPS with Samaritan Inns, Inc. Approval and Payment Authorization
Emergency Declaration Resolution of 2021.
Sec. 2. (a) There exists an immediate need to approve Modification Nos. 13, 14, 15, 16,
and 17 to Human Care Agreement No. RM-17-HCA-SATSR-009-SII-BY4-CPS with Samaritan
Inns, Inc. to provide Level III substance abuse treatment services and to authorize payment for
the goods and services received and to be received under the modifications.
(b) By Modification No. 13, dated September 4, 2020, the Office of Contracting and
Procurement (OCP), on behalf of the Department of Behavioral Health, executed a partial
option of option year 3 from September 7, 2020, through December 31, 2020, in the not-to-
exceed amount of $200,000.
(c) By Modification No. 14, dated October 27, 2020, OCP executed an additional partial
option of option year 3 from December 31, 2020, through January 31, 2021, in the not-to-exceed
amount of $790,000, increasing the total not-to-exceed amount to $990,000.
(d) By Modification No. 15, dated December 22, 2020, OCP extended partial option year
3 from January 31, 2021, through February 28, 2021, but added no money to the contract.
(e) By Modification No. 16, dated February 3, 2021, OCP extended partial option year 3
from February 28, 2021, through March 31, 2021, but added no money to the contract.
(f) Modification No. 17 is now necessary to exercise the remainder of option year 3 from
April 1, 2021, through September 06, 2021, in the not-to-exceed amount of $1.21 million, which
will increase the total not-to-exceed amount for option year 3 to $2.2 million.
(g) Council approval is necessary as this will increase the contract to more than $1
million during a 12-month period.

(h) Council approval is necessary to allow the continuation of these vital services.
Without this approval, Samaritan Inns, Inc. cannot be paid for goods and services provided in
excess of $1 million for the period September 07, 2020, through September 06, 2021.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Modifications to Human Care Agreement
No. RM-17-HCA-SATSR-009-SII-BY4-CPS with Samaritan Inns, Inc. Approval and Payment
Authorization Emergency Act of 2021 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
