Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code 47-363(a) and the
Consolidated Appropriations Act, 2021, approved December 27, 2020 (P.L. 116-260), the Office
of the Chief Financial Officer (OCFO) has reviewed the Mayors request to reprogram Capital
funds budget authority and allotment in the amount of $1,300,000 within the District of Columbia
Public Schools (DCPS).
The funds are needed to complete the Van Ness Elementary School classroom addition project to
meet the August 2021 completion date. Specifically, additional funds are required due to changes
in project scope as a result of increased enrollment demands and to accommodate future growth in
the area.
Capital budget will be reprogrammed from the projects listed below, which are owned by DCPS
and implemented by the Department of General Services (DGS):

The capital budget is available to reprogram from the above-referenced projects because the budget
has not been disbursed for its intended use. The reprogramming will ensure that the budget is
aligned with the higher-priority need.
The Office of Budget and Plannings analysis indicates that the reprogramming will not have an
adverse impact on DCPS or DGS budget or the Districts financial plan. The OCFO has no
objection to this reprogramming request.

SUBJECT: FY 21 Request to Reprogram Capital Budget in the Amount of $1,300,000.00 for
DCPS (Owner AGY)/DGS (Implementing AGY)
This is a request to reprogram Capital Budget in the Amount of $1,300,000.00 to YY1VNC-Van
Ness Renovation.
Why are the funds needed?
The funds are needed to complete the school addition project, per the DCPS Educational
Specifications and meet the schools educational and operational needs.
Background: Van Ness has a two-part delivery/occupation to meet enrollment demands. Phase 1
was originally intended to open at least three classrooms in the adjacent Joy Evans Building in
August 2020 followed by Phase 2, a new construction classroom addition in August 2021.
Additional funds are needed to achieve the following:
Additional temporary trailers were added to the project scope so a community health clinic
could remain in the Joy Evans building through Fall 2020 due to COVID-19. The trailers
allowed for the Phase 1 opening needs to still be met.
Increased enrollment demands since the solicitation of the renovation projects have
warranted an additional classroom in the project scope beyond the original RFP.
In order to accommodate future growth in this area, extra structure was designed in the
classroom addition to provide the opportunity for future expansion

Why are the funds available?
Capital budget in the amount of $1,300,000.00 is available to reprogram in the above-referenced
project because the funding is available from the other modernization projects that are completed,
and the funds are available to use on other DCPS portfolio projects.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
If the action is postponed, the District of Columbia Public Schools will ultimately not be able to
complete the project per the Educational Specifications and Schools educational needs since the
project completion date is in FY21 (August 2021).
What programs, services or other purchases will be delayed as a result of the action, and the
impact on the program or agency?
No other projects will be delayed by this action.
