Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code 47-363(a) and to the
Consolidated Appropriations Act, 2021, approved December 27, 2020 (P.L. 116-260), the Office
of the Chief Financial Officer (OCFO) has reviewed the Mayors request to reprogram Fiscal Year
2021 Local funds budget authority in the amount of $525,000 within the Department of Public
Works (DPW).
This action will reprogram budget authority from DPWs Snow Removal Program division,
Comptroller Source Groups (CSGs) 40 (Other Services and Charges) and 41 (Contractual Services
Other), to the Solid Waste Management division, CSGs 12 (Regular Pay Other) and 14 (Fringe
Benefits Current Personnel). This reprogramming is needed to extend the employment of 90
seasonal sanitation workers during the Covid crisis to provide the collection and disposal of the
Districts municipal solid waste and recycling materials. Funds are available due to lower-than-
anticipated snow and severe weather costs.

The Office of Budget and Plannings analysis indicates that the reprogramming will not have an
adverse impact on DPWs budget or the Districts financial plan. The OCFO has no objection to
this reprogramming request.

Snow Removal Program (SNOS & SNO6) to Solid Waste Management
Administration (LEAF)
This request is to reprogram $525,000.00 from Snow Removal Program ~ Equipment Rental
(SNOS) and Contract Plows (SNO6) to Solid Waste Management Administration Leaf Program
(LEAF) within the Department of Public Works (KT0).
Why are the funds needed?
The Department ofPublic Works (DPW) needs to extend the employmentofninety (90) seasonal
sanitation workers thru February 27, 2021. As a result of the on-going pandemic, DPW has begun to
experience a significant staffing shortage in the Solid Waste Management Administration (SWMA).
SWMA is responsible for the collection and disposal of the Districts municipal solid waste and
recycling materials. In addition, SWMA is currently concluding leaf season and about to begin
Christmas tree collections.
As a result of the current surge in new cases, SWMA has 147 employees out on leaveor quarantined.
The administration has roughly 650 total employees and the absentee rate is beginning to adversely
affect operations.

Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?

How will the funds be reprogrammed?
These DPW local funds will be reprogramed from CSG 40 (Object 0404 ~ Maintenance and Repairs
Auto) and CSG 41 (Object 0409 - Contractual Services~ Other) to CSG 12 (Object 0121
Temporary Full-Time) and CSG 14 (Object 0147 Misc. Fringe Benefits)
What hardship will the District face if the action is postponed until the fiscal year?
The District will be unable to meet its obligations to collect solid waste and recycling materials.
What programs, services or other purchases will be delayed as a result of the action, and the
impact on the program or agency?
The collection of solid waste and recycling materials will be delayed and / or stopped.
