A CEREMONIAL RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
February 2, 2021
To recognize and honor, Andrew D. Washingtons many years of leadership and service to the
District of Columbia and to the Labor community and its members.
WHEREAS, Andrew D. Washington was a native son of Washington DC;
WHEREAS, Andrew D. Washington returned to the District after attaining his bachelors
degree in Business Administration from Johnson C. Smith University;
WHEREAS, Andrew D. Washington began his public service to the District of Columbia
in 1992 as a DC government employee and rose to the position of Chief Shop Steward;
WHEREAS, Andrew D. Washington was elected as the youngest president in the history
of AFSCME Local 1959 in 1999 and did faithfully serve in that capacity for over 15 years;
WHEREAS, Andrew D. Washington was elected as the youngest Vice President in the
history of AFSCME District Council 20 in 1999, and did faithfully serve in that capacity for 15
years;
WHEREAS, Andrew D. Washington was elected to the position of Executive Director of
AFSCME Local Council 20 in 2014, and was re-elected to 2 additional terms;
WHEREAS, Andrew D. Washington, in recognition of his service and commitment to
District unions and workers, was awarded a scholarship by the AFSCME to attend and complete
the Harvard University Trade Union Program;
WHEREAS, Andrew D. Washington earned a certificate in Labor Studies from Harvard
University;
WHEREAS, Andrew D. Washington was elected to the position of Chief Negotiator on
behalf of over 20,000 workers;

WHEREAS, Andrew D. Washington successfully negotiated on behalf of thousands of
District workers the formation of collective bargaining agreements and compensation agreements
to improve working conditions, compensation, and quality of life of District workers;
WHEREAS, Andrew D. Washington has provided dedicated and exemplary support and
service to District workers at many District agencies including the Department of Public Works,
Office of the State Superintendent of Education, Child and Family Services, District of Columbia
Public Schools, DC Public Library, DC Office of Tax and Revenue, and the Department of
Consumer and Regulatory Affairs;
WHEREAS, Andrew D. Washington has been a frequent and helpful contributor in
discussions concerning labor measures at the Council of District of Columbia, and in particular,
to the Councils Committee on Labor and Workforce Development for many years.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the Andrew Washington Ceremonial Resolution of 2021.
Sec. 2. The Council of the District of Columbia recognizes and honors Andrew D.
Washington for almost 30 years of leadership and service on behalf of the Districts public and
private sector unions and workers.
Sec 3. This resolution shall take effect immediately.
