RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this

Provided counseling at Galveston County juvenile detention center and in an office
setting.
STAR Program Director (November 2008- May 2010)
Children enrolled in the program were considered at-risk for abuse, truancy, and
involvement with the juvenile justice system. Many had a history of physical
and/or sexual abuse and most were from divorced homes or were living with non-
parent guardians,
Provided STAR counseling (described below), managed the program including 5
employees in 3 counties.
Program oversight: worked with financial staff to develop annual budget,
managed annual budget (grant amount > $350,000; total program budget of >
$400,000), monitored progress towards clinical contract goals, coordinated with
data entry staff and state-level contract managers to ensure that contract rules were
followed, developed relationships with schools and other referral sources.
FY2009: program ended the year within 5% of target goal in spite of interruption
of services due to Hurricane Ike.
FY2010: program met the annual goal by the end of the 3 quarter; this was the
first time the program ever met the goals set by the state contract.
Staff Management: hired employees, reviewed case files and monthly reports,
provided clinical suggestions during case review, conducted annual performance
Teviews, assigned counseling cases and provided general administrative oversight.
STAR counselor (June 2007- May 2010)
Provided solution-focused individual, group, and family counseling services to
children and their families. Engaged in community outreach efforts and
collaborated with local schools and courts. Implemented use of the Why Try?
group curriculum for court-referred teens.
The Council on Alcohol and Drugs Houston, TX
Graduate Intern (June 2006 May 2007)(completed more than 600 direct client
contact hours)
Provided individual, group, and family counseling services. Incorporated various
art activities into therapy to facilitate insight and growth. Client base included
individuals seeking drug abuse treatment, families dealing with addiction,
individuals in recovery, clients referred by Child Protective Services, families
dealing with illness, aging, and other lifecycle transitions. Designed curriculum,
facilitated a life-focus group. Conducted home-based therapy for new mothers in
addiction recovery. Provided individual counseling and co-facilitated an open
group for women in the hospital environment. Conducted psychosocial
assessments for children exposed to drugs or alcohol.

Group Facilitator for a womens emotional support and spiritual development
group (lasting about 1 year), for a womens Bible study group (1 semester), for a weekly
prayer group (lasting 3 years), and for a grief support group (lasting one semester).

Childrens Leader for daytime womens group. Planned weekly age-appropriate
lessons and activities for children ages 5 years and younger.

Tutor for adult in GED program who needed encouragement regarding academic

ABT Financial Consultants, LLC (February 2016 ~ January 2017) Provided remote
technical and business process support to improve internal project management and to
help establish new workflow processes for bookkeeping work.
University of Houston (November 2003 ~ May 2007) Facilitated the design and
implementation of a database system for the Office of Institutional Research to manage
data accuracy, automate common calculations, and allow more flexibility for ad hoc
reporting. Assisted the PeopleSoft design and implementation team in expanding the
custom reporting module to accommodate multiple campuses while maintaining existing
functionality for the Clear Lake campus. Developed new business processes and wrote
user manuals for those processes.

Angela Sarafin, M.A., LMFT is a current memberofthe Board of
Marriage and Family Therapy and is a licensed Marriage and
Family Therapist in Washington, DC.
Ms, Sarafin has experience working with various types of client
populations including at-risk youth, recovering addicts, couples in
marital crisis, and individuals dealing with identity. formation,
trauma recovery, and life/work balance. She has managed a private
practice since 2011 and has provided supervision for several post-
graduate intems since 2012. Ms. Sarafin works with adult
individuals and couples in Capital Hill.
A Ward 2 resident, Ms. Sarafin received a Master of Arts in
Behavioral Health Family Therapy from the University of Houston-Clear Lake.
